Position Title: Human Resources Manager

Department/Program: Human Resource

Level: D2

Reports to: Director, HR and Operations

Direct Reports: Talent Acquisition Partner, HR Officer, and HR Intern

Based in: Addis Ababa 

Duration of contract: Indefinite based on performance and availability of funds

Remuneration: As per organization pay scale plus other PSI/Ethiopia staff benefits.

We are looking for a multitasking and motivated HR Manager who has a good organization skill and is highly responsive and also have experience working under pressure to support the successful implementation of PSI Ethiopia’s strategy by (i) leading the implementation of HR strategy, policies, procedures, and processes; (ii) implementing effective talent acquisition, motivation and retention strategies and programs; and (iii) providing consistent, efficient and quality transactional HR services.

  • HR strategy implementation
  • HR services delivery; hiring, inspiring, admiring and retiring standards (e.g., consistency, quality, speed)
  • HR initiated projects management (applying the project management standards)
  • HR Vendor management 

Main Duties and Responsibilities:

  • Oversee the implementation of HR strategy, policies, procedures, processes and programs across the organization.
  • Manage the development of service level and customer interaction standards for all HR operational services.
  • Monitor the provision of consistent HR operational services to HR stakeholders and ensure effective and efficient service delivery enabled by appropriate technologies.  
  • Design and administer the implementation of key talent management and development programs including succession planning, career development, learning and development, leadership development, workforce planning, recruitment, job design, sourcing, performance management, and total rewards.
  • Direct the HR operations team to provide a proactive, responsive and expert service across the organization.
  • Lead continuous process improvement efforts related to HR operational services. 
  • Interpret, Implement, and maintain quality assurance standards within HR. -   Monitor HR trends in the organization and identify initiatives to mitigate risk areas.
  • Manage regulatory compliance and reporting processes and activities relating to HR programs.
  • Manage routine HR vendor relationships and monitor and control operational interaction with vendors.
  • Lead disciplinary committee and provide leadership for all disciplinary actions needed.
  • Conduct human resources training need assessment and make recommendations for organization’s leadership for decision making.

Generic Duties of the Position:

  • Develop and implement the Department’s plans and objectives.
  • Monitor and ensure proper utilization of the Department’s budgets.
  • Ensure the overall management of major projects initiated by HR team by closely working with the project management office and using the project management standards as a framework.
  • Identify human resources requirements of the Department and develop plan for addressing the requirements.
  • Ensure understanding and organizational compliance with all policies, procedures and laws of Ethiopia, and plan annual mandatory trainings are conducted on timely basis.
  • Lead the development, implementation and review of relevant departmental policies and procedures.
  • Review, approve and submit Departmental reports to relevant organs both internal and external.
  • Support the development of supervisees through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback.
  • Represent the Organization in external relationships related with the department.
  • Coordinate the monthly all staff meeting, represent human resources in the social committee and other team building activities.
  • Participate in group decision making processes by forming part of different groups/committees.

Job Requirements

Background

  • Master’s degree in Human Resource Management, Management or related fields with six (6) years of demonstrated experience out of which four (4) years at a Managerial level.

OR

  • Bachelor’s degree in Human Resources, Management or related fields with eight (8) years of demonstrated experience out of which four (4) years at Managerial level
