Role and responsibilities

NRC Ethiopia mission is looking to hire an experienced and diplomatic Liaison Coordinator to represent NRC, develop contacts and improve NRC working relationships with governmental and non-governmental bodies. The required individual should have extensive experience in negotiating humanitarian access at field and capital level with key stakeholders & government interlocutors. The person will be well versed in diplomacy, relationship building and have excellent inter-personal skills.

 Generic responsibilities

  • Keep up to date and ensure proper implementation of NRC Ethiopia administrative procedures in all departments related to project/NGO operational agreements, importation procedures, etc.
  • Strategically network with interlocutors, in a fully principled and transparent manner.
  • Develop partnerships in the humanitarian community with relevant authorities to design solutions to identified problems
  • Ensure proper implementation of NRC internal/external communication strategy, archiving guidelines and memory keeping.
  • Ensure all admin related contractual agreement is renewed on time
  • Supervise and build the capacity of the team, including of the AMs on engagement with a range of stakeholders, government and non-government, while promoting the respect of humanitarian principles
  • Identify opportunities for strengthening access measures, as well as opportunities for promoting community acceptance and accountability to the affected population
  • Support HR/admin department with administrative procedures and filing concerning expatriate staff

Specific responsibilities

  • Ensure capacity building of staff in areas related to humanitarian access (i.e., humanitarian principles, negotiation, etc.)
  • Expand and maintain NRC’s network of relevant contacts through direct liaison as well as strategic support to stakeholder engagement.
  • Continuously monitor and evaluate the political, social, security and humanitarian situation for developments affecting humanitarian access, to inform NRC’s response.
  • Lead and keep track of the signature of MoUs at national level, required renewals of agreements in cooperation with the relevant departments (grants, HR, logistics)
  • Monitor closely all regulations and policies regarding INGOs especially that coming from the ACSO, NDRMC, the MOJ and Revenue and Customs Authority;
  • Meet the federal and regional authorities on a regular basis with the Country Director and other coordinators to improve NRC public relations;
  • Keep informed about field programmes and develop specific contacts (tailor-made) according to NRC program-related needs;
  • Supervise the production of communication and information documents on NRC;
