During the past 50 years, the organization has served millions more in 14 additional countries.

PCI/GC has been working in Ethiopia since 2005 and now secured a funding from US Agency for International Development (USAID) in Ethiopia for its project Resilience in Pastoralist Areas (RIPA) that will improve resilience to enhance food security and inclusive economic growth for lowland pastoral communities. 

Job Summary:

PCI/GC is currently looking for a highly qualified and experienced Emergency response coordinator who fulfils the following requirements for one year (12 month) employment with possible extension based on performance and availability of funds. The purpose of Emergency response coordinator position is to facilitate the implementation of emergency response interventions such as livestock feed and vet services, emergency WASH, and multipurpose cash transfer for drought affected communities. This position holder will actively lead & engage in emergency assessment, beneficiary targeting, response planning and set up, reporting, monitoring and post intervention assessment. Moreover, the position holder should will make sure that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization, create and maintain productive relationships with all operational woreda. kebele and village level stakeholders.

Key Duties and Responsibilities:

Specific responsibilities include, but are not limited to the followingReports to: DRM Zonal Coordinator

Planning and implementation of project activities

  • Collaborate with Emergency operation manager and regional coordinator to facilitate efficient and quality support to the project as well as the timely resolution of challenges
  • Ensure a proper planning and implementation of the project’s activities according to the defined strategy and targets.
  • Lead emergency response team in the intervention areas and implement quick responses for short period as required.
  • Provide technical support and supervision of the livestock feed and vert services, multipurpose cash transfer, water point rehabilitation and partners capacity building
  • Facilitate emergency response capacity building trainings and workshops for GC and partner staff.
  • Support project staff in timely identification of implementation challenges and their resolutions with appropriate strategies
  • Provide technical inputs to project team/partners for timely implementation and strategies

 Monitoring and Reporting processes 

  • Maintain frequent communication with regional coordinator and the emergency operation manager to make sure all program activities and objectives are understood and that everyone knows the appropriate responsibilities, roles, and results
  • Ensure timely and quality weekly, monthly and quarterly progress/reports reached to responsible bodies
  • Conduct frequent field monitoring visit and provided feedbacks and quick action in timely manner.
  • Monitor and make sure that all emergency response activities are done with in the required qualities and time frame.
  • Identify technical assistance requirements and work with emergency operation manager to ensure the project receives the specific technical support it requires.
  • Develop and monitor detailed operational plans in accordance with the overall Emergency Response Plan. 
  • Develop appropriate reporting formats together with CLA/ME Manager/coordinator, collect, organize and summarize monthly and quarterly performance reports and submit
  • Proactively develop and maintains a robust learning platform with all grassroots stakeholders and ensure that good practices are shared widely
  • Collect basic information, best practices, case studies and lessons and report to her/his supervisor

 Partnership, accountability, and representation 

  • Ensure productive relationships are established and maintained with all woreda, kebele and village level stakeholders
  • Ensure active participation of concerned government institutions, CBO, and relevant humanitarian actors in planning, implementation and monitoring of projects
  • Ensure all project events are well planned and known about by local stakeholders and concerned community members and beneficiaries
  • Represent GC in the Emergency response programme with external stakeholders including government, INGO/NGOs and UN agencies and seek to build appropriate partnerships

 Capacity building and coaching 

  • Provide technical guidance to the program and incorporate key aspects of RIPA South work in emergencies (including resilience building regenerative agriculture activities, women empowerment, private sector, accountability, nutrition, longer term development, etc.)
  • Provide capacity building and induction for local partner organizations and volunteers engaged in the emergency response program
  • Identify intervention opportunities and support program advisors to develop further funding proposals.

 Additional task

  • The Emergency Response coordinator shall take any additional responsibilities as requested by his/her supervisor and other departments

  • South Omo Zones (Based in Jinka)

Contract Duration: One year with possible extension depending on budget availability

Job Requirements

Qualifications and Experiences: 

  • MSc or BSc in Livestock and veterinary science, Food security and livelihood, DRM and NRM, related field from a recognized University.   
  • A minimum of at least 5 years of experience of which more than 2 years of direct emergency response leadership work experience and humanitarian assistance operations for MSc and 7 years of experience of which 3 years are work experience in humanitarian assistance operations for BSc holders.
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders
  • Proven ability to meet deadlines
  • Ability to plan, organize, and supervise implementation of Livestock, WASH related emergency responses.
  • Thorough knowledge and understanding of current contexts and management emergencies in Ethiopia and of the operational zone
  • Experience in leading emergency response team and implementing emergency response and development interventions in local community context at stretched geographic locations
  • Ability to work under pressure, long working hours and with high workload
  • Self-motivated, energetic, honest, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required
  • Have good skill on coordination and integration with government actors and other partners.
  • Have good report writing and communication skill.
  • Good command of both spoken and written English and local language of the area is plus
  • Knowledge of local languages
