PCI/GC has been working in Ethiopia since 2005 and now secured a funding from US Agency for International Development (USAID) in Ethiopia for its project Resilience in Pastoralist Areas (RIPA) that will improve resilience to enhance food security and inclusive economic growth for lowland pastoral communities. 

Job Summary:

The Monitoring Evaluation Accountability and Learning Coordinator is responsible for implementing and managing MEAL work of the RIPA South Emergency Response crisis modifier activities which is responding to the drought induced crisis in Borena, Guji, Dawa, Liben, and South Omo. S/he will manage USAID funded PCI/GC`s crisis modifier emergency drought affected communities, with responsibility for ensure Quality MEAL system, tools implementation Quality data management and inform management decision making with high-quality analysis and presentation and effective implementation of beneficiary accountability. The incumbent will be response for sound and effective implementation. The incumbent will report directly to the RIPA Monitoring Learning and Evaluation Manager.

The main purpose of the MEAL Coordinator is to oversee Quality and timely implementation of all emergency operations such as livestock feed and vet services, emergency WASH, private sectors engagement in emergency responses with emergency response and operation team. This position holder will be responsible provide robust MEAL systems technical support for project team to properly implement their projects in a timely and quality manner, and in a way to ensure compliance donor compliance.

The position is based in Addis but will require frequent travel to field offices. Providing technical backstopping on implementation of project MEAL system, team capacity, lead assessment/survey, onsite regular monitoring, and routine data quality assessment and institutionalized improved data management and analysis, and organize post and reflection session, documenting learning, success story, best practice, case study and others.

 The position holder will work closely with both Addis and field-based staff to ensure the cross fertilization of learning as well and support informed decision-making high-Quality data analysis and presentation. S/he will also work in collaboration with PCI/GC implementing and strategic partners enhancing Evidence documentation, aiding informed decision making and beneficiary accountability.

Key Duties and Responsibilities:

The MEAL Coordinator will be based in Addis Ababa and serve as a resource person for quality and timely project implementation at all target zones. Main roles include MEAL system designing and implementation. Quality data management and supporting management decision with data analysis and report, beneficiary Accountability, and transparency of project assistance transfer to target households in close collaboration with the project and external stakeholders, including local government, civil society, the private sector, USAID, and others.

Monitoring Evaluation and Learning -Part #1

  • Support MLE Manager and Emergency response team in designing MEAL plan Package (narrative MEL plan, PRIS, Project MEAL Frame works) and varies project Quality guidance
  • Play an active role in the implementation of Crisis modifier MEAL plan and applicability of various approaches, process, tools, schedules, among others at field level.
  • Support designing data collection tools, reporting package, Survey and assessment tools and post intervention monitoring tools
  • Lead designing and implementation of post intervention monitoring survey and assessment
  • Lead and/or facilitate and support internal and external study data collection on baseline and end line study and others
  • Ensure relevant, timely, and quality support to the project team on assessments and evaluations (baseline and end line), i.e. support in developing the survey tools, lead data collection process, analysis and report write-up
  • Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, and accuracy in line with the project result framework, best practice and project management.
  • Conduct regular monitoring visits to all projects to ensure that all activities are on the right track and achieved the expected outputs. Debrief finding to team and document and share learning for adaptation
  • Lead or facilitate periodic review and learning platforms at field and country office collaboration with Emergency response and CLA-ME team
  • Attending/ represent PCI/GC in collaboration platforms, learning and reflection opportunities and technical working groups and humanitarian platform
  • Facilitating and/or participate regular knowledge-sharing events through roundtables, workshops, and among program staff, donors, and other stakeholders at zonal level
  • Contribute to the development of a knowledge management repository/system to ensure program information, best practices, and evidence are accessible to all staff and partners
  • Support a culture of learning and evidence-based decision-making through systematic inquiry, analysis, and data-driven quality improvement
  • Closely working with Emergency response team, CLA-ME team in using project-generated evidence, develop innovative ideas, publications and products contributing to the technical evidence base in the areas
  • Collect and compile the case stories and success stories related to program activities
  • Support the program team to incorporate key learnings in the upcoming plan and program
  • Report the performance Emergency project to Scrum team on regular basis
  • Implement and support the scrum team on the agile manifesto, agile values and scrum process to zonal and woreda level
  • Participate on the monthly sprint review meeting and Monthly retrospective meetings
  • Attend the monthly sprint planning meeting of Emergency response 
  • Ensure the implementation of internal collaboration strategy in collaboration with Zonal project team
  • Undertake periodic data quality assessments of programmatic data using USAID recommended RDQA tools and approach at zonal to ensure quality standards are achieved
  • In collaboration Emergency response team, periodically monitors the quality of data collected and reports produced
  • Ensure high quality data management and actively support data evaluation by providing high quality data technical support and advice.
  • Provide all necessary technical support on Data management mainly to RDQA tools

Implementation of Project Accountability -Part # 2 

  • Support the design of context-specific accountability system for the Emergency Response Project
  • Improve understanding and strengthen practice of accountability and quality management among RIPA -Crisis modifier Emergency staff and partners
  • Develop an accountability measurement and monitoring for implementation of the tools
  • Ensure various stakeholders and beneficiaries have a process to raise complaints and receive appropriate response.
  • Draft guidelines for handling complaints and monitor complaints, alerting project leadership of complaints or issues.
  • Develop and implement processes that ensures relevant information is shared with beneficiaries throughout the program cycle
  • Conduct data audits and analysis to ensure high quality data at zonal level 

Oversee data analysis and reporting _ Part # 3

  •  Identify powerful data analysis software and visualization tools, building staff capacity and institutionalize the tools.
  • Coordinate compilation, analysis, and presentation project data in highly level quality visualization to inform management decision making.
  • Provide technical support project team to ensure meaningful information systems are in place to capture data to feed into management decision
  • Ensure Quality interventions beneficiary counting disaggregated by age, sex, location, types, theme and others, and visualized with powerful visualization tools and presented.
  • Support staff on data management mainly analysis and presentation in collaboration with Data system and Analysis Manager, MEL Manager and Emergency Project Manager
  • Support Implementation of effective mechanisms for timely sharing of quality data to various internal and external audiences for the purposes of data-driven decision making, quality improvement, and program management
  • Reviews periodic performance report for completeness, quality, consistency, usefulness and coherence with program goals and objectives, and compile and submit

Capacity Building -Part # 4

  •  Ensure implementation of a supportive team culture, empowering with skill and knowledge of quality data collection, analysis, and timely reporting
  • In collaboration with CLA-ME team, MLE Manager and Emergency Response Team identify and propose the key MEAL areas for capacity building and provide continuous capacity building
  • Facilitate various capacity building and training sessions in collaboration with CLA-ME team, MLE Manager and Emergency Response team.
  • Provide oversight and support to zonal and woreda and Addis Emergency response team and implementing partners to ensure quality and timely execution of project MEAL activities.
  • Build the capacity of implementing partner organizations in MEAL functions by conducting MEAL related training, technical support and advice and coaching.
  • Provide Builds capacity of government and project staff and external data collectors of different data tools, tactical software’s, data base and assure its implementation at all levels.

Contract Duration: One year with possible extension depending on budget availability

Job Requirements

Qualifications and Competencies:

  •  A Master’s degree in relevant field (Statistic, Computer Science, Econometrics, Data management Science, Economics, Agriculture, Rural Development, or related field) plus at least 10 years of relevant work experience in development or emergency programming
  • Minimum 8 years professional experience in monitoring and evaluation and related role for international NGOs/aid organizations
  • Extensive knowledge of USAID monitoring and evaluation requirements and strategies
  • Knowledge of USAID’s CLA approaches, and tools is an asset
  • Experience in survey design and implementation, including leading data collection teams in the field
  • Proven Quantitative and Qualitative data analyses, report write -up and presentation
  • Prove experience high Quality data visualizing,
  • Experience with and demonstrated passion for data-driven decision-making, high Quality data visualizing
  • Excellent computer and technology skills including Microsoft Office Suite (Excel and PowerPoint), Power-BI, Pivot analysis and other data visualization tools
  • Proven experience in statistical analysis software packages. Proven experience in using SPSS, STATA, GIS
  • Proven Experience of designing and using of mobile data platforms that include ODK, Kobo Tool, CommCare, CSPro
  • Proven experience of managing large and complex digital data base and open-source tools
  • Excellent analytical, presentation, effective communication and report writing skills.
  • Strong writing skills to prepare and/or evidence-based narratives for reports, success stories, lessons learned, guidance documents, promotional materials and research proposals,
  • Proven Experience audiovisual learning material (Quality photo, video, and audios) documentation skills and use of
  • Proven capacity to effectively work with large and diverse background team
  • Excellent communications skills, both written and verbal

  • Ability to process and present information in creative ways to generate appropriate formats for different audiences.
  • Ability to meet deadlines under pressure and work successfully with a diverse team and stakeholders.
  • Excellent writing skills in English and local language is required.

Working Conditions

  • Based in Addis Ababa with frequent travel to in project target districts.
  • The tasks required minimum of 50% travel to all project operations area
