PCI/GC has been working in Ethiopia since 2005 and now secured a funding from US Agency for International Development (USAID) in Ethiopia for its project Resilience in Pastoralist Areas (RIPA) that will improve resilience to enhance food security and inclusive economic growth for lowland pastoral communities. 

Job Summary:

PCI/GC is currently looking for a highly qualified and experienced Emergency WASH Coordinator that fulfils the following requirements for one year (12 month) employment with possible extension based on performance and availability of funds. The purpose of the Emergency WASH Coordinator position is to coordinate the implementation of PCI Ethiopia’s water resource management and emergency WASH strategies and provide technical backstopping in all activities related to Water scheme rehabilitations, Hygiene and sanitation, and water harvesting technology, including environmental impact assessments and mitigation measures. She/he guides the design the implementation, monitors their installation and provides guidance on the development of maintenance plans. She/he will also develop and strengthen partnerships among sector stakeholders, government counterparts and NGOs involved in emergency WASH activities to foster mutual learning and identify innovations that would increase the efficiency and effectiveness of water related intervention in the operational areas.

 Key Duties and Responsibilities: 

Specific responsibilities include, but are not limited to the following

  • In collaboration with PCI/GC team members, he/she undertakes detail need assessments.
  • Coordinate activities for Emergency WASH response: water scheme rehabilitation and maintenance, distribution of water treatment chemicals and community mobilization activities.
  • Prepare detail bills of quantities, budget estimates for identified water schemes for rehabilitation and maintenance in the target woredas and forward to supervisor for review.
  • Prepares detail physical & financial implementation plan for emergency WASH responses.
  • Develop collaborative relationships within PCI/GC at all levels, communities, local partners, WASH clusters and local government and convey information and ideas and effectively coordinate to ensure overall project targets and donor compliances are met.
  • Prepare detail specification for items to be procured and ensure its procurements are as per set specifications.
  • Ensure government policies and strategies related to emergency WASH interventions properly considered, identify best practices and gaps, and propose areas for improvement and implementation.
  • Source and monitor labor required towards implementation of emergency response interventions and ensure the proper implementation of the same as per set norms and standards.
  • Prepare detail specification for items to be procured and ensure its procurements are as per set specifications.
  • Strength WASHCOs by providing capacity building training and follow up the functionality in the rehabilitated water schemes.
  • Network with other NGOs working in WASH related activities to explore partnership development
  • Participate in the development of proposals for funding of water related interventions
  • Promote and support innovative/alternative water related service delivery mechanisms at the local level
  • Learn from the successes of other water related organizations and transfer their technology and methodology to PCI
  • Works closely internally with, Emergency Operation Managers, RIPA South team and other technical specialists and externally with zone/woreda water offices towards efficient and effective implementation of the response.
  • Produces activity progress reports as per the preset reporting schedule and submit to the zonal coordinator and Emergency WASH Specialist.
  • Takes additional tasks as assigned by supervisor.
  • The incumbent is expected to collaborate with the local communities, government counterparts, and other partners.
  • She/he is also required to work closely with the RIPA South teams and component leaders and other technical, operations and administration staff of the project.
  • The position is based in Yabello, Filtu and Jinka, with at least 75% of the time spent in the RIPA South intervention woredas and kebeles.

  • Liben/Dawa Zone of Somali Region (Based in Filtu)
  • South Omo Zones (Based in Jinka)

Contract Duration: One year with possible extension depending on budget availability

Job Requirements

Qualifications and Experiences:

  • MSc or BSc Degree in water resource management and related fields, or an equivalent combination of education and work experience.
  • At least 4 years of experience for first degree holder and 2-year experience for Post graduate holder with Water Supply and Sanitation design and supervision activities.
  • Demonstrated practical experience in construction/rehabilitation of rural water supply systems especially in plumbing, construction/repair of hand dug wells, installation/repair of hand pumps is a must.
  • Demonstrated experience in managing labor and material at construction site.
  • Knowledge of SPHERE standard and Project Cycle management is an asset.
  • Flexible and committed to work under pressure.
  • Having a demonstrated experience to work with government, other partners and structures is essential.
  • Demonstrated experience in supervising construction/rehabilitation works specially water supply schemes in pastoral and Agropastoral communities.
  • Experience in NGO will be an asset. 

Skills

  • Strong facilitation skills with project staff and community members
  • Interpersonal communication and report writing
  • Proficiency in English, both verbal and written
  • Skill on Engineering software’s like water CAD and AutoCAD and basic computer skill including Microsoft Word and Excel
  • Firm belief in teamwork, gender equality, participatory approach, and sustainable development
  • Technical ability and sound judgment to work effectively with others at all levels
  • Knowledge and skill of local languages is a plus.
