Responsibilities Overview: 

The Cash Based Intervention Officer’s role is to lead the cash-based Intervention throughout the project implementation phase including targeting, cash distribution to target beneficiaries, documentation, networking and partnership with financial service providers and local government, monitoring – beneficiary verification, cash distribution monitoring, evaluation, reporting and documentation.

Key accountabilities

  • Lead cash beneficiary targeting including setting selection criteria, selection/registration, verification and approval of the final beneficiary list in collaboration with relevant stakeholders and concerned project staff
  • Technically lead the financial service provider selection
  • Lead cash distribution Planning: distribution modality, distribution site selection, distribution time and communication with beneficiaries and FSP about the distribution
  • Facilitate post distribution monitoring and beneficiary feed back
  •  Put in place necessary Complaint response mechanism for cash distribution
  • Ensure the safety and security of cash beneficiaries during cash distribution 
  • Assist and work closely with concerned staff and stakeholders
  • Play active role in development and maintenance of team members
  • represent the organization at the field level in cash intervention related platforms
  • Follow the progress of the cash intervention activities regularly and provide feedback to the concerned bodies for better implementation of the project.
  • Ensure the proper utilization and management of project resources in his/her disposal for project implementation
  • Document regular project follow up and report accordingly.
  • Carry out other duties as required and requested by the immediate supervisor

Job Requirements

Required Qualification and Experience

  • Must have at least first degree in Livelihood and/or Food security, disaster risk reduction, Sociology, Cash Programming or any other relevant fields from recognized institution.
  • A minimum of three years working experience as development agent (DA) with the government or community facilitator with INGOs
  • Must reside in and share experience, language and culture of the community to be served Bi-lingual preferred
  • Excellent oral and written communications in English language and Afaan Oromo language is Mandatory
  • Commitment to humanitarian principles and action
  • Proficient in local language including speaking, reading and writing Somali language
  • Sympathy with the aims and objectives of Islamic Relief
  • Commitment to IRE equal opportunity policy.
