Background: The Joint Emergency Operation (JEOP) is an emergency food assistance program targeting transitory food insecure households through a project participant targeting process led by the Government of Ethiopia’s (GoE) Ethiopian Disaster Risk Management Commission (EDRMC). JEOP provides emergency assistance to protect their lives and livelihood where recurrent drought affected in significant harvest loss, livestock death and price increase of essentials. The consortium is led by CRS and includes consortium partners, CARE, Food for the Hungry, Relief Society of Tigray (REST), World Vision and Organization for Relief and Development in Amhara (ORDA). CRS also works thorough local implementing partners Hararghe and Meki Catholic Secretariat (HCS and MCS).

 Job Summary:

Job Summary: 

You will monitor and report on all project activities in support of CRS’ work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will support the accountability across the consortium, creating a mechanism for trend analysis of feedback from project participants, community members, partners, staff, contractors, and other stakeholders. JEOP Accountability Mechanism (JAM) has several channels outlined below, which operate independently and collectively to gather feedback and complaints from project participants, community members, contractors, and staff. 

Job responsibilities:

  • Ensure that all feedback across channels effectively feed into a wider accountability data management clearing house online which CRS is in the process of establishing.
  • Analyze use of channels by different stakeholder groups monthly (using data) and suggesting means of tweaking the practice.
  • Provide data for technical working group and follow up with partners on data quality issues.
  • Draft JEOP accountability data reports.
  • Collaborate with the ICT4D Manager and CRS CP level hotline manager on data management.

The Accountability Project Officer for Data management will support the feedback channels as follows:

  • Feedback and complaint box: Maintain a live list with location, name, and person responsible for opening and dealing with complaints from the boxes. Ensure maintenance of an updated database month by month, across partners. Conduct data quality checks with partners.
  • Community Help Desk (CHD): Ensure data from desks effectively feeds into the database in a timely manner. Ensure the presence of a database of members including analyzing participant profiles.
  • Face to face complaints: Support input of feedback to staff into the database.
  • Telephone: Update information for the frequently asked questions, analyze JEOP data feeding into the database from the hotline.
  • Focused Group Discussions (FGD): Manage reports from FGDs.
  • Letters: support input of data into the database. 

Alongside the tasks outlined above, the Accountability SPO will support the following; 

  • Data triangulation: draw on data from Post Distribution Monitoring (PDM) and Compliance Risk Monitoring mechanism related to accountability.
  • Refinement: Conduct monthly systems analysis to inform system updates.
  • Leadership updates: Prepare and share monthly accountability spotlight updates to reinforce engagement with the system.
  • Liaison: Coordinate closely, and work hand in hand with the ICT4D team, CRS Accountability and telephone hotline staff and partner level counterparts. Build a strong committed and cohesive team of accountability focal persons.
  • Innovation: participate in the CRS / JEOP accountability community of practice, sharing best practices and ideas for improvement. Actively seek out means of innovation.
  • Communications / learning: share data and trend analysis for success stories, communications pieces and lessons learned, share findings via appropriate channels. Flag areas for potential follow-up.

Job Requirements

Typical Background, Experience & Requirements:

Required Education and Experience:

  • BA degree in Statistics, Community or International Development, Sociology, Psychology, Social Work, Rural Development, or another related field.
  • At least three years of relevant experience with a non-governmental organization (NGO).
  • Proficiency in Microsoft Word, Excel, Power Point, and Outlook email essential, Ability to analyze data and compile in usable formats across multiple streams.
  • Demonstrated understanding of data security and information management requirements.
  • Quantitative and qualitative analysis skills, with proven ability to work with data collection.
  • Experience in Commcare and/or SPSS.

Desired Education and Experience

  • Experience working with a telephone hotline.
  • Previous experience with an international NGO.

Personal Skills

  • Manages information safely and confidentially.
  • Ability to work as part of a large team in fast-paced emergency environment according to CRS Standard Operating Procedures and CRS MEAL Policies.
  • Strong verbal and written communication skills.
  • Analysis and problem-solving skills with ability to make sound judgment in a service-oriented way.
  • Strong relationship management skills and the ability to work closely with local partners in a collaborative way, prioritizing subsidiarity.
  • Attention to accuracy and timeliness in executing assigned responsibilities.
  • Strong leadership and empathy skills. 

Required/Desired Foreign Language: Tigrinya and English essential. Amharic and other Ethiopian national languages a plus.

Travel Required: 10% by road and air across Amhara, Oromia, SNNPR, Sidama, and Dire Dawa City Administration (subject to need and flexible to family commitments)
