PCI/GC has been working in Ethiopia since 2005 and secured a funding from US Agency for International Development (USAID) in Ethiopia for its project Resilience in Pastoralist Areas (RIPA) that will improve resilience to enhance food security and inclusive economic growth for lowland pastoral communities.  

Job Summary:

PCI/GC is recruiting for a Multi-Purpose Cash Assistance (MPCA) Manager for emergency response crisis modifier activities under the Resilience in Pastoral Areas (RIPA) South project, for multi-million dollar, US Agency for International Development (USAID)-funded project in Ethiopia that will improve resilience to enhance food security and inclusive economic growth for pastoralist and agro-pastoralist communities. The RIPA Program recently received approval to implement humanitarian programming in response to southern Ethiopia’s drought as part of its Crisis Modifier. The MPCA Manager will provide technical guidance and manage implementation of the MPCA transfer and livestock feed distribution component of the Crisis Modifier.

Key Duties and Responsibilities:

The MPCA Manager will be responsible for developing the technical design for the MPCA intervention of the RIPA Crisis Modifier in collaboration with local and HQ-based members of Global Communities. The Manager will ensure the design meets global standards and best practices for cash-based programming. The Manager will also supervise staff, engage with government and private sector stakeholder, and be responsible for the implementation of all MPCA interventions as part of the RIPA Program. Responsibilities will include:

  •  Strategic direction and overall management of the project in consultation with RIPA Senior Leadership and Global Communities’ technical advisors.
  • Development of an up-to-date work plan aligned with program’s timeline and targets
  • Lead the development of beneficiary selection criteria for vulnerable households and ensure the high quality of the data collected during the assessment.
  • Liaise with local authorities and NGOs in the field to avoid duplication and exclusion/inclusion errors and guarantee the continuous cross check of beneficiary list, as well as capture best practices and lessons learned from previous interventions in target area.
  • Lead the design and implementation of the Rapid Market Assessment in collaboration with the RIPA MEL team and MEL Technical Advisor
  • Develop and maintain effective feedback and response mechanism and ensure that beneficiary complaints are well documented and addressed and responded to in a timely manner.
  • Ensure the provision of safeguarding protections through the entire cash disbursement process.
  • Enhance referrals pathways and ensure communities knowledge about the project purpose.
  • Prepare and organize the cash distributions in liaison with the relevant PCI/GC staff and the selected Financial Service Provider (FSP)
  • In close collaboration with the MEL Manager and the RIPA MPCA Project Support Team, ensure that the project has a clear Post Distribution Monitoring Plan, and that all Post Distribution Monitoring Activities are completed and documented.
  • Provide program reports that are timely and meet institutional and donor requirements.
  • Represent PCI/GC at the Cash Working Groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for PCI/GC.
  • Develop and maintain strategic relationships with local partners, local authorities, and communities.
  • Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc.
  • Ensure that gender, environment, and other important cross-cutting concerns are taken into account; ensure that assistance is delivered to highly vulnerable families with specific needs e.g. elderly, pregnant women, children, and people with disabilities;
  • Provide technical input, writing and budgetary input for new project design.
  • Completion of a rapid market assessment in target geographic locations
  • Creation of a technical design for MPCA programming in target areas that takes into consideration global standards and best practices, local context, and safeguarding concerns.
  • Development and monitoring of feedback and response mechanism during cash disbursement
  • Facilitate and conduct post-distribution monitoring visits with MEL team and completion of post-distribution monitoring reports
  • Completion of report detailing best practices and lessons learned following MPCA Crisis Modifier 

Reports to: Emergency Response Program Manager

Department: Program/Emergency Response

Duty Stations: Addis Ababa with frequent field travel

Contract Duration :One year with possible extension depending on budget availability 

Job Requirements

Required: Training and Education

  •  MSc or BSc in rural development, agricultural economics, Food security and livelihood, DRM and NRM, related field from a recognized University.  
  • A minimum of at least 5 years of experience of which more than 2 years of direct emergency response food and cash transfer leadership work experience and humanitarian assistance operations for MSc and 7 years of experience of which 3 years are work experience in humanitarian assistance cash/food transfer operations for BSc holders.
  • Experience in electronic cash transfer programs
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders
  • Proven ability to meet deadlines

 Desire

  • Understanding of the pastoral and agro-pastoral context highly preferred.
  • Experience in cash/food distribution activities is highly preferred, or experience working in similar contexts 
  • Experience working with USAID programs highly preferred
  • Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically, systems-thinker.
  • Development philosophy in keeping with PCI’s Global Communities’ mission, vision, core values and approach to integrated, community-driven programming
  • Fluency (verbal and written) in English
