PCI/GC has been working in Ethiopia since 2005 and secured a funding from US Agency for International Development (USAID) in Ethiopia for its project Resilience in Pastoralist Areas (RIPA) that will improve resilience to enhance food security and inclusive economic growth for lowland pastoral communities.
Job Summary:
PCI/GC is seeking a full-time Gender Equality and Social Inclusion (GESI) Advisor to support efforts aimed at integrating the principles of gender equality and social inclusion across all components of the crisis modifier (CM) activated by GC’s Resilience in Pastoral Areas South (RIPA) program in Ethiopia. Funded[PR1] by USAID, RIPA seeks to improve resilience that enhances food security and inclusive economic growth within disaster-prone pastoral regions of Ethiopia. Through the CM, RIPA will strengthen the capacity of local stakeholders to respond to emergencies and support local solutions aimed at preventing unnecessary loss of life and livelihoods linked to the ongoing drought. The CM has four interrelated components:
1) water, sanitation, and hygiene (WASH) (to improve hygiene and increase access to clean water for household and livestock consumption);
2) food security and livestock management (to strengthen resources needed to successfully maintain healthy livestock);
3) private sector engagement (to develop market-based solutions to shocks and stresses); and
4) multipurpose cash assistance (to protect livelihoods and reinforce resilience).
The GESI Advisor will provide guidance and technical assistance to all project teams to ensure that RIPA CM activities meaningfully engage women, youth, and underserved populations and address their diverse needs and priorities.
Position Parameters
PCI/GC is currently looking for a highly qualified and experienced Emergency GESI advisor that fulfils the following requirements for one year (12 month) employment with possible extension based on performance and availability of funds. The GESI Advisor will be a member of the project’s management team, reporting directly to the RIPA Chief of Party, with a dotted line to Global Communities’ Senior Director for Gender Equality, Youth, and Social Inclusion in Washington, D.C. The position is based in Addis with at least 50% of the time spent in the operational regions (Oromia, Somali and SNNP_South Omo ) and frequent field trips to Woredas are required.
Key Duties and Responsibilities:
Technical Assistance
- Work with the project’s senior management to develop a strong commitment to the principles of gender equality and social inclusion across all project teams
- Ensure that all project components are grounded in global GESI best practices and compliant with relevant USAID policies and requirements
- Contribute sector- and context-specific gender data and other key GESI information needed to inform the design of and implementation of interventions
- Support the development of tailored GESI tools, processes, and approaches
- Co-design and support gender-specific interventions that challenge unequal gender norms; support women’s access to services, facilities, and opportunities; and encourage women and youth to take up decision-making and leadership roles
- Work with project teams to identify and mitigate potential unintended consequences of programming, including the risks of gender-based discrimination and violence
- Review program documentation for gender sensitivity (including technical guidance documents, community-generated funding proposals, annual work plans, and reports).
Monitoring, Evaluation and Learning (MEL)
- Work with the MEL team to identify appropriate gender-sensitive indicators and measurement methods to monitor and evaluate program outcomes related to GESI
- Guide analysis of project data from a gender and inclusion lens; devise strategies to address issues emerging from the analysis.
Capacity Strengthening & Knowledge Management
- Work with the project’s management team to ensure diversity and gender balance in staffing, stakeholder engagement, and selection of project participants
- Design, facilitate, and coordinate staff training opportunities on gender integration, gender-based violence prevention, and other gender-specific technical topics
- Share GESI information, tools, and lessons learned with project teams
- Liaise with human resources and headquarters’ leadership to support the delivery of training on safeguarding and diversity and inclusion (as appropriate)
- Participate in Global Communities’ GESI-specific working groups and contribute to the organization’s global best practices and standard-setting.
Strategic Partnerships and Communications
- Facilitate partnerships with national and local gender and youth stakeholders (experts, practitioners, organizations, and government entities)
- Advise on gender-sensitive and inclusive project communication and outreach efforts
- Speak on behalf of the project on gender, social inclusion, and youth issues in external working groups and fora
- Develop thought leadership and marketing materials that highlight the program’s GESI approaches and lessons learnt.

Job Requirements
Education and Experience
- University-level degree in gender studies, development, international relations, public health, or a relevant social science discipline; master’s degree preferred
- Strong commitment to feminist values, human rights, and advancing women’s leadership
- Minimum 5 years of professional experience in gender-focused and/or gender-transformative programming
- Experience in international development; experience in emergency response, resilience, WASH, and/or livelihood programming a strong asset
- People and partnership management experience
- Experience in mentoring and training on gender and social inclusion issues
- Experience working with international donors and organizations, civil society groups, private sector actors, and government officials
- Excellent writing, facilitation, and communication skills.
Knowledge and Skills
- Deep knowledge of global best practices on gender integration; familiarity with relevant USAID policies and requirements a strong asset
- Working knowledge of social inclusion and positive youth development concepts
- Demonstrated ability to provide GESI technical assistance to proposals and/or projects
- Demonstrated ability to create gender tools, analyses, and strategies
- Strong problem-solving, leadership, and organizational skills
- Excellent writing, analytical, and communication skills
- Strong interpersonal skills; ability to work well with others and facilitate collaboration and strategic thinking among team members and project stakeholders
- Ability to operate in a wide range of cultural and institutional contexts
- Fluency in English and required
- Ability to travel locally as needed.
