Strengthen PSNP Institutions and Resilience II (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.
Purpose of the position:
The livelihoods coordinator for SPIR II will coordinate agriculture (livestock and crop), value chains and microfinance sectors of the SPIR II including overseeing the implementation of related project interventions, roll out new initiative and ensure adherence to the project strategy and the guidelines in Oromia operational woredas. The post holder will provide strong technical back-up, build and maintain healthy partnership and networking in the area of livelihood and catalyze the knowledge management and organizational learning in the implementation region. S/he will coordinate regional and zonal level meetings, workshops, and other networking events with concerned government sector offices, like minded NGOs and CSOs, and private sector actors related to agricultural production and marketing to better support market oriented approaches
Major Responsibilities:
- Lead preparation and submission of progress and technical reports pertaining to livelihood sector in the region; coordinate technical assessments and researches to inform program design and development
 - Support preparation of annual detailed implementation plans of livelihood sector for SPIR II Oromia region
 - Actively engage in technical assessments and researches to inform program design and development
 - Coordinate monitoring, and mid-term and terminal evaluation of projects/ interventions in the agriculture sector; promote best practices and lessons learnt; work with the communications team to produce publication and disseminate success stories, challenges and new opportunities to foster organizational learning
 - Ensure implementation of livelihood interventions proceeds according to approved plans
 - Ensure Livelihood programs are implemented as per the standards, in integration and compliments efforts of other technical sectors for maximum impact, work in close collaboration with livelihood technical specialist of the SPIR II program to foster program harmony
 - Conduct regular participatory monitoring visits to project operational woredas and prepare and submit monitoring/field visit report to immediate supervisor
 - Provide technical support around agriculture value chain, private sector engagement, food security including adoption of scalable and research proven technologies
 - Identifies and promotes agricultural activities under economic recovery context following natural or anthropogenic shocks
 - Plans food security activities for post-conflict situations and support recovery of livelihoods including animal restocking, seed replenishment and market linkage
 - Coordinates with livelihoods team in promoting Income Generating Activities (IGAs) related to Agriculture
 - Identify potential capacity building needs of the staff, partners, and community, and organize/ facilitate trainings on relevant Livelihoods topics
 
Job Requirements
Required Professional Experience:
- 6 years on planning, implementation, and coordination of projects related to agriculture, food security and rural livelihood with NGOs
 
Qualification required:
- BSc or MSc Degree in Agriculture, Agronomy, Livestock, Horticulture, Plant science, Rural development, and other related fields
 
Preferred Knowledge and Qualifications:
- Practical experience on PSNP context,
 - Practical experience on value chain, livestock production, market system and livelihood diversification
 
Working Environment / Conditions:
- Travel up to 30% of time to SPIR II operation Zone and Woredas
