Job Description

The Food Assistance Information Reporting Specialist HO position is responsible to monitor and review the overall commodity (food, agricultural supplies and non-food items) movement of CARE Ethiopia using the agreed tracking system. This includes the receipt of commodities at warehouses, dispatch to FDPs, receipt at FDPs, transportation and distribution at all CARE operational woredas. The position is also responsible to coordinate proper recording and commodity reporting and to ensure that the commodity control system is in line with CARE’s Resource Food Manual and donor minimum standard. S/he also trains and supports CARE staff on commodity management related issues; Last Mile Mobile System (LMMS), CTS or other agreed electronic systems. The position is required to regularly review relevant documents and the process and report in a timely manner to various stakeholders on commodity movement.

Responsibilities

Job Responsibility #1 Commodity and Logistics Monitoring and controlling                          (35% )

  • Develop a commodity data management system for easy control and movement of food, agricultural supplies and non -food items between main warehouses and the FDPs
  • Ensure that the commodity control system is in line with CARE’s Food Resource Manual and donor regulations
  • Update all commodity shipment status data received at main warehouse for all commodities
  • Analyze inventory reports and provide feedback to field -based commodity analysts/officers and management staff in an effort to reconcile dispatch information between main warehouses and FDPs
  • Assign commodity control numbers and inform the same to the concerned staff
  • Manage mission inventory reporting to ensure that all transactions are accounted for through receipts, damage/loss claims or corrections of entries
  • Update commodity transactions and inform all field offices on additions, deletions or other changes
  • Follow up with the dispatching warehouses on the progress of receiving and dispatching status
  • Follow up the logistics management from the time of arrival until receipt of commodities at distribution sites

Job Responsibility #2: Reporting (35%)                                 

  • Receive and review daily, weekly, monthly and quarterly reports from field offices
  • Prepare daily receipt and dispatch status, weekly, monthly and quarterly commodity status reports, recipient status reports and loss status reports to be submitted to donors, and head quarters
  • Provide ongoing feedback to the food assistance information reporting officer and supervisors on preparation of commodity status reports (CSR) , recipient status reports (RSR) and loss status reports (LSR)  
  • Assist the Field Office commodity staff in preparation of the annual commodity movement summary report and monthly and quarterly report consolidation
  • Collect information from field offices on the status of commodity transpirations, prepare receipt confirmation and send to procurement unit after transportation of each round is completed
  • Analyze, review and compile the annual commodity movements for each Field Office and compile the reports
  • Maintain files for incoming and outgoing reports and ensure the integrity of commodity management

Job Responsibility #3: Training and Technical Assistance to FO staff (25%)            

  • Support CARE and partner's staff on commodity management related issues
  • Provide necessary backstop support to store keepers and distributors to ensure that the projects prepare detailed food distribution plans and periodic food accomplishment reports that are submitted in a timely manner
  • Provide support to the field office staff, who are involved in commodity management, on donor regulations and compliance issues
  • Proactively support the project team and take part in addressing the sexual harassment policy and the gender and diversity policy
  • Ensure the services provided are inclusive and not discriminating against women, young children or individuals with disabilities
  • Ensure that services are not exchanged for benefits from community members particularly women and girls
  • Technically guide, train and coach the field office commodity assistance reporting officers
  • Provide functional oversight to field offices, in particular commodity supervisors, PMs and officers to ensure proper documentation, reporting and controlling of commodities

  • Perform other duties as assigned

Job Requirements

Qualifications

  • Bachelor's or Master's Degree in food security, Accounting, related fields
  • 4 years of relevant experience with the first degree 3 years of relevant experience for plus post graduate degree holders
  • Supervisory skill is mandatory
  • NGO experience is a plus

  • Good communication and interpersonal skills
