Job Description

The Senior Commodity Compliance Officer position plays a critical role in following up the overall commodity compliance and monitoring activates of all Field Offices. S/he reviews regular reports produced by CARE Field Office Compliance Officer and CRS/WV risk monitoring team and supports in the identification of challenges and appropriate solutions within the food distribution process. S/he monitors implementation of recommendations and agreed action points in close coordination with CRS/WV and program staff in an effort to improve the management and delivery of food assistance to targeted beneficiaries. S/he is responsible for follow up and documentation of agreed action with regular submissions of progress reports to CRS/WV counterparts.

Responsibilities

Job Responsibility #1    Monitoring and Reporting (30%)

  • Ensure that all activities in the commodity management process comply with the commodity management minimum standard. This includes ensuring that the warehouse structure, storage and handling, stacking and distribution is being monitored by the commodity compliance and monitoring officer and that all issues are reported in a timely manner
  • Based on monitoring reports received, agree on recommendations and subsequent action plans for each FDP
  • Communicate regularly with CRS Compliance Officer to verify, address and close findings at FDP level and maintain evidence (documentation) of such closures
  • Follow up and ensure that the Field Office Commodity Compliance officers actively follow-up issues and findings identified through commodity risk monitoring reports and internal monitors, coordinate closely with CRS/WV and ensure that findings are addressed in a timely manner
  • Review and compile FO and Food Aid Monitors' monitoring plans and reports and follow up implementation status with all concerned staffs
  • Assess the internal control systems and procedures and compliance of regulations with Donor specific commodity management regulations against reports form each FO to identify potential risks and come up with recommendations
  • Determine losses and actions taken on a timely basis to pursue claims against responsible parties

 Job Responsibility #2:   Actions to ensure quality commodity management and compliance (35%)

  • In coordination with CRS JEOP and DFSA WV Compliance Officers, work with FO commodity compliance and monitoring officers to ensure viable corrective action plans are in place to bring commodity management at FDP in compliance with JEOP/DFSA Minimum Standards for Commodity Management and USAID/FFP regulations
  • Review shared field reports from FO commodity compliance and monitoring officers and CRS Risk Monitoring Units, to identify serious findings and issues and bringing them to the attention of management
  • Ensure that compliance officers from consortia leads are provided with appropriate support in conducting field visits
  • Ensure that files of follow up matrix sheets are kept and that all closed findings are entered into the separate database, along with hard copies
  • Ensure that profiles are developed for each FDP and that status reports of progress are produced on a monthly basis and submitted to Donor compliance officers

Job Responsibility #3: Capacity Building and Support (25%)             

  • Provide recommendations to CARE management staff at Field Offices and HO on steps to be taken to improve commodity management systems, food distribution and other related procedures. Coordinate the revision and improvement of commodity distribution systems as necessary.
  • Provide adequate support to build capacity of commodity management staff at FO level, ensuring compliance with JEOP Minimum Standards for Commodity Management and FFP regulations
  • In coordination with the commodity compliance and monitoring officers at FO level, assess and identify training needs for commodity management staff; facilitate training as needed, and support field offices and FDP activities in agreement with the concerned managers

Job Responsibility #4: Other (10%)     

  • Perform other incidental duties as assigned by Line Manger

Job Requirements

Qualifications

  • BA or MA degree in accounting, supplies management or related field
  • 4 years of relevant experience with the first degree 3 years of relevant experience plus for post graduate degree holders                                                                    
  • Supervisory skill is mandatory
  • NGO experience is a plus

  • Good communication and interpersonal skills
