Job Summary

The Gender Advisor will be based at the national level, responsible for providing technical leadership and guidance across the PHEM project and its consortium partners. S/he will be the gender subject matter expert and will work in close collaboration with the project’s Technical Director and fellow Technical Advisors to define thematic priorities and guide corresponding interventions based on global standards and latest evidence. This role includes strategic planning, capacity building, internal and external coordination, representation, and reporting.

Main Tasks and Responsibilities

Technical Leadership and Project Management

  • Provide technical leadership for the development of the project’s gender strategy, ensuring it is aligned to the National Policy on Women, national plans of action, and national gender strategies, as well as the Ministry of Health’s and USAID’s policies and strategies. 

·        Provide technical leadership for gender integration to advance the intended results of all components and interventions across the project.

·        Work in collaboration with other technical subject matter experts and senior team members to operationalize the gender strategy throughout the project’s implementation.

·        Support consortium partners and government counterparts to identify and apply gender-transformative approaches to public health emergency preparedness and response activities.

·        Provide technical leadership for the design and implementation of gender analyses and gender assessments across the project and in collaboration with all consortium partners.

·        Provide technical expertise to senior team members’ periodic review of the health project’s framework, performance, and implementation plans to ensure gender-specific strategies and recommendations align with the project’s needs and inform any necessary decision making.

·        Act as the gender subject matter expert for the direction and development of all capacity strengthening initiatives with segments of the health workforce, key stakeholders, government institutions (national and sub-national levels), and consortium partners; lead relevant trainings, workshops, and mentorship of staff.

·        Develop Gender in Public Health Emergency Management technical materials, as well as relevant trainings, tools, and resources that strengthen gender integration and social inclusion for project interventions.

·        Draw on national and global learning related to gender strategies and frameworks for public health emergency preparedness and response projects.

  • Contribute to production of regular reports per donor and project requirements.

Coordination and Representation

·        Represent the PHEM project and consortium, as well as International Medical Corps, in relevant forums, technical working groups, clusters, as well as with other gender and health focal points from other institutions and projects.

  • Coordinate and collaborate closely with IMC’s broader mission-level health, GBV, and multi-sectoral programs to ensure the project’s plans, interventions, and achievements are well coordinated with and integrated into the broader technical and strategic priorities in the country.
  • Uphold and promote principles of gender equality and women’s empowerment to ensure effective and credible representation and successful interventions.

Job Requirements

Minimum Requirements

Qualifications:

  • Typically, a Bachelor’s Degree public health, international development, gender studies, or related field. Equivalent combination of relevant education and experience may be substituted as appropriate.

Experience:

  • Typically, 8+ years of relevant and progressive experience with gender integration and mainstreaming within national health initiatives, program designs, project implementation, and the monitoring and evaluation of project results within humanitarian and international development sectors; 6+ years of humanitarian and/or international development experience required.
  • Experience working with health systems strengthening projects in fragile and insecure settings is strongly preferred.
  • Previous experience in a similar, dedicated technical leadership role for a multi-year project preferred.

·        Required experience providing technical leadership in a consortia project.

  • Demonstrated strong monitoring and evaluation skills and experience, including the development of systems and tracking of performance against gender equality program standards.

·        Experience working in partnership with governments; specific experience with integrated gender and health-related advocacy at national and sub-national levels of local governments preferred.

·        Experience leading and/or supporting gender-specific capacity strengthening initiatives with local stakeholders in diverse technical areas.

·        Demonstrated experience supporting projects with focus in the areas of emergency preparedness and response, infectious diseases management and prevention, health systems strengthening, and capacity development at national and local levels.

·        Recognized achievements in cultivating and maintaining internal and external relationships to achieve project goals.

Skills and Competencies:

  • Able to contribute to thought leadership in gender.
  •  Skills in designing and implementing gender analyses and assessments.
  • Technical expertise in gender, with specific knowledge on issues relevant to health systems strengthening projects and public health emergencies.
  • Strong knowledge of standards for health and GBV programming, protection from SEA, coordination, and data management.
  • Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
  • Demonstrated commitment to gender equality and empowerment of women and girls.
  • Strong interpersonal and communication skills, both oral and written.
  • Fluency in written and spoken English required.
