PROGRAM DESCRIPTION

The successful candidate will be the International Medical Corps Infectious Disease Advisor, based at the national level, for an anticipated USAID funded Public Health Emergency Management (PHEM) project in Ethiopia. The PHEM activity’s objective is to strengthen public health emergency management to mitigate the impact of disasters on the health system and primary care and, strengthen the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks. The position is contingent upon successful bidding and donor agreement.

Job Summary:

The Infectious Disease Advisor will be responsible for providing technical leadership and assistance across the specific project and its consortium partners. S/he will be the infectious disease subject matter expert and will work in close collaboration with fellow Technical Advisors to define thematic priorities and guide corresponding interventions based on global standards and latest evidence. This role includes strategic planning, technical leadership, capacity building, internal and external coordination, representation, and reporting.

Main Tasks and Responsibilities

Technical Leadership and Project Management

  • Provide technical assistance and leadership related to enhancing detection and response to infectious disease threats across all components of the project.
  • Work in collaboration with the project management and technical leadership team to ensure the project’s implementation and management plans are consistently technically sound and aligned to global best practices for preparedness and response to public health emergencies.
  • Provide technical expertise to senior team members’ periodic review of the health project’s framework, performance, and implementation plans to ensure strategies and recommendations align with the project’s needs and inform any necessary decision making related to prevention, detection, and response to emerging disease threats.
  • Act as the infectious disease subject matter expert for the direction and development of all capacity strengthening initiatives with segments of the health workforce, key stakeholders, government institutions (national and sub-national levels), and consortium partners; lead relevant trainings, workshops, and mentorship of staff.
  • Undertake analysis of technical trends, both globally and in country program, as it relates to best practices for infectious disease outbreak preparedness and response practices and systems.
  • Provide project team members technical assistance for interventions implemented at national and sub-national levels that include disaster preparedness, risk management, and disease surveillance, as well as improve capacity of key stakeholders on the planning, leadership, coordination and operations management of response and recovery programming.
  • Support project’s health workforce development initiatives with technical expertise for training of clinical and non-clinical service providers.
  • Lead the development of infectious disease preparedness and response technical materials and resources for the project’s activities and its consortium partners.
  • In collaboration with consortium partners, provide technical assistance for the planning and implementation of emergency response interventions, including assessing, designing, and/or adapting emergency response activities to the specific health crises, as well as use of Rapid Response Team mechanisms.
  • Undertake analysis of technical trends, gaps in services, and IMC’s capacities to guide the highest quality of implementation across all components of the project and in all targeted geographic locations.
  • Contribute necessary technical assistance to effectively support project monitoring and quality assurance.
  • Contribute to production of regular project reporting per donor and project requirements.
  • Support the project leadership in ensuring compliance with donor regulations.
  • Coordination and Representation
  • Represent the project and consortium, as well as International Medical Corps, as needed in relevant forums, technical working groups, clusters, and with health technical focal points from other institutions and projects.
  • Coordinate and collaborate closely with IMC’s broader mission-level health and multi-sectoral programming to ensure the project’s plans, interventions, and achievements are well connected with and integrated into the broader technical and strategic priorities in the country.

Qualification

  • Typically, a Medical degree, with a Master’s degree in Public health preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.**

Experience

  • Typically, 8+years of relevant and progressive experience managing health projects, providing strategic technical assistance for high-value, multi-partner complex projects implemented in international development and/or humanitarian settings, including 6+ years of international humanitarian experience.
  • Experience providing technical leadership for health service delivery and health systems strengthening programming, specifically.
  • Experience with health systems strengthening in fragile and insecure settings is strongly preferred.
  • Previous experience in a similar, dedicated technical leadership role for a multi-year project preferred.
  • Demonstrated experience designing and managing projects with focus in the areas of infectious diseases management and prevention, health systems strengthening, and capacity development at national and local levels; experience with health projects employing diverse implementation modalities and technical strategies or approaches for development settings preferred.
  • Experience leading and/or supporting capacity strengthening initiatives with local stakeholders in diverse health technical areas, particularly with government stakeholders.
  • Recognized achievements in cultivating and maintaining internal and external relationships to achieve project goals.
  • Demonstrated experience managing technical teams, employing both in-person and remote management approaches to supervision of staff in various locations.
  • Demonstrated skills in coordinating, facilitating, and managing complex processes with diverse team members, across a large consortium of partners and/or across consecutive years of multi-year health project.
  • Strong knowledge of standards and guidelines for health programming and protection against SEA, coordination, and data management.
  • Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
  • Knowledge of foreign aid architecture, including humanitarian and development funding mechanisms.
  • Strong interpersonal and communication skills, both oral and written.
  • Strong familiarity with USAID rules and regulations, including policies and procedures regarding human resources, grants management; financial management and reporting, and procurement processes strongly preferred.
