The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Restoring Family Link Field Officer 1 (6months fixed term contract) based in Addis Ababa.
PURPOSE
Supports the implementation and monitoring of ICRC restoring family links (RFL) activities, particularly linked to the CTA Data Breach and its impact on RFL beneficiaries who opened cases in/for Ethiopia.
RELATIONSHIPS
- Internally, frequently interacts with colleagues on matters relating to RFL.
- Externally, may interact with a network of contacts at the local level, such as authorities, the National Society or its branches, and families seeking to reestablish contact with a loved one, under the supervision of the Restoring Family Links Delegate.
ACCOUNTABILITIES AND RESPONSIBILITIES
GENERAL DUTIES
- Assists the line manager in carrying out RFL activities.
- Performs internal and external follow-up of individual cases under the supervision of the line manager.
- Receives visitors and ensures that visits are appropriately followed up.
- Undertakes filing and archiving tasks in line with standard procedures.
- Translates or interprets upon request.
- Contributes to reporting and the collection of statistical data.
- Carries out administrative tasks relating to the follow-up of RFL field assignments.
SPECIFIC DUTIES
- Contributes to the Ethiopian delegation’s response to the CTA Data Breach gathering/analyzing information related to the affected caseloads (ICRC & ERCS) and its organization/update in Prot6 and FLA, to then inform related beneficiaries according to the established follow up guidelines.
- Review all the information contained in the physical files, the STM, and SFE to compare it with the information available in Prot6 and FLA for ERCS according to the check list provided by the delegation;
- If information is missing in the physical files, print the missing elements to complete the physical files;
- If information is missing in Prot6, record the proper follow up according to Prot6 guidelines
- With the lists of the beneficiaries affected by the data breach which have been established and after receiving a training on the message to be delivered to the beneficiaries, and according to the follow up decided by the delegation, call, visit or inform through meetings, all the beneficiaries affected by the data breach;
- In parallel, review all the information contained in the physical files, the STM, and SFE to compare it with the information available in Prot6 according to the check list provided by the delegation of all cases opened in the ETH delegation;
- Set up lists of beneficiaries that include their names and contact details, phone number when available and address;
- Proceed to the call for news, i.e. call each enquirer based in Ethiopia to know if they have been able to restore contact with their family member and/or if they have received additional information related to the person(s) they search;
- Encode all relevant information received and follow-up activities carried out in Prot6;
- Liaise with the RFL delegate to determine to follow up to bring to each case and ensure the case is properly transmitted to the person in charge.
Job Requirements
- Bachelor Degree or equivalent higher education degree in a humanitarian area, socio-economic development, social work, human rights or equivalent field
- 2 years working experience in similar fields
- Any experience in a humanitarian area, socio-economic development, humanitarian law, human rights or similar position
- Previous confirmed experience in restoring family link/tracing activities an asset
- Excellent command of English and Amharic. Knowledge of other local languages
- Very good level in computer skills
- Skilled in the following competencies: Networking & Communication; Adapting & Learning; Responsibility & Autonomy; Coaching; Communication (ability to express views and ideas); Analysis & Synthesis
- Knowledge of ICRC mandate, work within the Red Cross/Red Crescent Movement an asset
- Experience in social work, case management or humanitarian operations an asset
