Job Description

KEY AREAS OF ACCOUNTABILITY: (WASH Manager)

Financial and Resource Management

  • Work in coordination with the Field office Finance department and Management Quality teams to ensure stewardship of resources and appropriate budget management of projects.
  • Make Budget planning, cash forecast, phased budget, comments on BVA of the project.
  • Ensure goods and stocks are properly recorded and distributed in accordance with funding documentation.
  • Raise and validate all WASH Purchase Request in Field office.

 WASH Technical Support

  • Ensure that technical quality and standards are considered during project implementation
  • WASH activities design, follow up and evaluation.
  • Implement all program activities, as member of a team, such as hand dug wells with alternative energy sources, boreholes rehabilitation, open ponds, Birkades, new water scheme development, and other WASH infrastructures.
  • Contribute to project planning and ensure that interventions are completed in line with project proposals and Terms of Reference (ToRs).
  • Responsible for overall, monthly and weekly planning of project activities.

 Program Staff Management ( Human Resource Management)

  • Guide and direct program staff both at Field/ office level and field/duty station level.
  • Organize and lead project coordination meetings.
  • Ensure a positive working environment and good team dynamics (solve out potential conflicts and create good team sprit)
  • Recruitment, management of holidays and other benefits, performance appraisal, continuous evaluation, gap identification and organization of trainings.

Reporting

  • Donor reporting: responsible for writing technical and financial part of the project reports (activity narrative, activity databases, expenditure, beneficiaries tables, update of LFA indicators)
  • Prepares quarterly reports and more frequent as requested/needed and submit to the Field Office  manager or government partners based on the agreement.

Representation

  • In consultation with senior project manager represent SC with Regional and Woreda Government partners, donors, and other agencies.
  • Work in close cooperation with Regional, Zone, and Woreda Water, and Health Offices in relation to the WASH activities at project level.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • BSC in Nursing or public health or other related fields with 3 years’ experience

Essential

  • BSc Degree in Water Engineering, Environmental Health, Sanitary Engineering, Hydraulics, and Water Resource Development or other related academic background.
  • At least 3 years of relevant project management experience in emergencies, or WASH related project’s management in an international NGO or similar organization.
  • Good technical knowledge of policy and practice in the field of emergency WASH
  • Good understanding of development policies and context in Afar Region and Ethiopia generally.
  • Proved experience and skills to work in coordination with authorities at Regional, Zone, and Woreda level.
  • Proven experience in preparation of Terms of Reference and contractual agreements for specific WASH related works.
  • Proven team and personnel management experience
  • Experience of managing donor(s) funded projects or programmes
  • Experience in developing and monitoring budgets
  • Excellent English language skills, and preferable local language speaking 
  • Computer literate in word processing, AUTO CAD, power point presentation ,excel packages and internet use
  • Understanding of child rights and protection
  • Availability and willingness to travel and work in rural areas/harsh climatic conditions where the project is implemented.

 Desirable

  • Demonstrated expertise in both hardware and software implementation of WASH in emergency responses.
  • Knowledge of the Afar area, culture and Afari language are  highly advantageous
  • Experience in assessment, WASH facilities design and Bill of Quantity preparation
  • Knowledge and experience in the implementation of sanitation and hygiene promotion tools (PHAST, CHAST and CLTS)
