JOB TITLE: Protection Officer

TYPE OF CONTRACT: Fixed Term, NOB

UNIT/DIVISION: Programme Policy-Gender, Protection

DUTY STATION: Addis Ababa, Ethiopia

REPORTING LINE: Head of Gender, Protection, and AAP

KEY ACCOUNTABILITIES (not all-inclusive)

Undertake protection analyses of issues impacting WFP beneficiaries and their communities and the linkages to food security and food assistance.

The PO (Protection officer) will undertake a protection analysis on risks impacting food insecurity arising from WFP operations and presence. The PO will also assist the country office in monitoring and evaluating protection issues by designing and piloting new programmes and initiatives.

Advise WFP and partners on the integration of protection in food assistance programmes.

Based on the analysis of protection issues, the PO will help WFP and its partners develop responses and action points for the WFP Country Office to implement its programmes.

These responses may include programmatic actions, advocacy measures, partnership building and coordination enhancement activities, etc. The PO shall work closely with WFP field staff,protection-mandated and non-mandated agencies, WFP NGO cooperating/implementing partners, and other relevant interlocutors on the ground.

Integrate protection considerations relevant for food security and food assistance into WFP's tools and processes.

The PO will work with the Vulnerability Analysis and Mapping (VAM) and the Monitoring and

Evaluation Units in the WFP Country Office to integrate protection concerns into assessment and monitoring tools and rollout with WFP and partners at the field level. Work with Security and Logistics Officer to ensure that any risks assessments for access and delivery consider the protection of beneficiaries.

Staff training and capacity-building

The PO will train and build staff capacity on protection analysis, mainstreaming response development, and integration in WFP's work.

Inter-agency coordination and representation.

The PO will coordinate with UN humanitarian agencies, NGO partners, and other relevant interlocutors to assess current and emerging protection issues. In particular, the PO will assist WFP to strengthen its relationship with the national Protection Working Group, PSEA network, GBV actors to ensure complementarity with the overall strategy on protection. The PO may, from time to time, represent WFP in interagency protection fora and will provide advice to WFP staff who participate in such meetings at the national or field levels.

Complaints and feedback mechanism and reporting system for protection

In collaboration with the Compliance Section, ensure protection issues are captured through the Beneficiary Feedback Mechanism and responded to appropriately. Provide advice, guidance and follow-up to protection aspects of the Beneficiary Feedback Mechanism. Explore how a reporting system of protection issues within WFP can be established and sustained.

Safe delivery of assistance

In collaboration with the Head of Protection Gender and AAP, Head of Logistics, and Head of Security, provide advice, guidance, and follow-up to any protection problems related to the safe delivery of food, cash, or vouchers to beneficiaries.

Other duties

  • Technical support to operationalize operating procedures and systems, aligning with broader programme policies and corporate guidelines.
  • Provide technical support and assist in developing and implementing various activities and processes of the CFM pilot, including surveys, focus group discussions, key stakeholder's interviews, internal updates, etc.
  • Support the capacity building of WFP staff, cooperating partners and national Government
  • within CFM data collection, analysis and resolution in line with WFP Accountability to Affected Populations and Gender Policies.
  • Oversee and review the work of other support staff, providing practical advice and guidance to contribute to delivering objectives to agreed standards and deadlines.
  • Perform any other duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University Degree and equivalent experience with emphasis in one or more of the following disciplines: Advanced university degree in law, social sciences, international development-related fields such as international relations, human rights, or political science.
  • Experience: Five years of relevant work experience in a humanitarian organization and operational implementation of specialized protection, mainstreaming, and integration.
  • Language: Fluency in both oral and written communication in English and Amharic.

KNOWLEDGE AND SKILL

  • In-depth knowledge and operations experience in risk identification and operationalization of mitigation measures, protection, conflict sensitivity, gender, gender-based violence, other humanitarian policy issues, and its linkage with humanitarian assistance.
  • Understanding food security programming, and previous experience with WFP or any of its CPs is a strong asset.
  • Demonstrated skills in diplomacy, negotiation, interpersonal relationships,
  • Training, facilitation, analytics, writing, and communication.
  • Excellent partnership-building skills with external and internal stakeholders.
