BACKGROUND
The National Data Management Center for health (NDMC), under the Ethiopian Public Health Institute, is a responsible to centrally archive health and health related data; ensure data governance and security; create platforms for data sharing; processes and manages data by applying robust data analytic techniques. The center, also, synthesizes evidence, and ensure the utilization of evidence for decision making by the Federal Ministry of Health and other relevant stakeholders at local, sub-national and national and international levels.
Given that translating evidences is part of the center’s activity, the Evidence Translation specialist will serve as the focal person for the evidence and innovation intermediate result area that supports the strengthening of national capacity for different policy makers.
OBJECTIVES
NDMC aims to hire a specialist of evidence translation for two major purposes.
- To serve as a bridge between the policy makers at the MoH and researchers working at the centre;
- To find a focal person who is responsible for disseminating the research outputs made by the centre.
ROLES AND RESPONSIBILITIES
- Will be focused on an accelerated development, uptake, and use of research and research translation activities in order to address different health priority topics;
- Monitoring and evaluation of researches and evidence briefs produced;
- Providing technical coordination and guidance to advance research and innovation in support of effective health priority topics;
- Identifying evidence and innovation, and prepare key documents (including background documents, literature reviews, lessons learned) to brief key stakeholders if needed;
- Setting agendas and preparing different media productions, in collaboration with the public relations office, that are aimed at creating public awareness about a research finding;
- Identifying potential research questions and areas for innovation in the existing health dynamics of Ethiopia;
- Implement and disseminate research findings, and test and scale up innovations;
- Identifying opportunities to build the implementation of research and research translation capacity in the context of Ethiopia’s health system;
- Facilitating a systematic approach to planning and implementing translation of research results into practice through analysis, strategy development, coordination, and engagement of key partners including the Federal Ministry of Health, regional health bureaus, universities, and other partners;
- Identifying evidence and innovations generated researches, and disseminate the evidence and innovation through technical presentations and participation in global and regional technical working groups or task forces;
- Attending technical meetings, conferences, and workshops, and participate in relevant training events; sharing lessons learned;
Job Requirements
- Master’s degree in Health Education with health science background (interdisciplinary expertise in social sciences, language, or communication studies is advantageous);
- At least 10 years of experience in program implementation and project based settings is preferable;
- Prior experience of designing advocacy and campaign is an assent;
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with MoH, NGOs, universities, and the media;
- Knowledge of research and innovation relevant to contemporary public health researches;
- Track record of strong commitment to sharing knowledge, documenting experiences; employing creativity, and collaborative engagement;
- Soft skills are mandatory;
- Proficiency of English language in writing and speaking is mandatory;
- Familiarity with the HSTP II of Ethiopia;
