Reporting to: National Data Management Center for health (NDMC)

 Background

The National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels. NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit. The BoD Unit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centered at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal newborn and child health, nutrition and for injuries. The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels. The NDMC is looking for high caliber staff for this collaborative project.

Roles and responsibilities

  • Work on all data sources inventory in potential research institutes and agencies,
  • Assist in data mapping, and digitize and collecting available data.
  • Develop and implement standardize techniques to search for the literature to acquire national and subnational data through literature, EPHI, university, research institutes, etc.
  • Provide a comprehensive set of quality control (QC) tools that enable an efficient and consistent data review process.
  • Apply tools that support both automated and semi-automated analysis of data to detect errors in a feature's integrity, attribution, or spatial relationships with other features.
  • Detect and store errors during analysis to facilitate corrective workflows and data quality reporting.
  • Responsible to ensure all data and documentation, including source data and summary reports from laboratories, are of the highest quality, ensuring data accuracy and integrity.
  • Review all data (source data and summary reports) for accuracy, conformance to procedures and specifications, and proper documentation in accordance with NDMC’s SOPs.
  • Responsible for discussing data interpretation and questions with individual analysts and elevate to Management, if necessary, to determine data disposition.
  • Review all source data for conformance to applicable specifications
  • Facilitate data or documentation corrections with analysts to ensure all records are complete and appropriate references are made.
  • Ensure investigations are assigned, completed and referenced for data or documentation, as appropriate, prior to the release of data
  • Verify all laboratory testing was conducted, where appropriate, in accordance with SOPs
  • Review of laboratory notebooks and other source data (e.g. printouts, logbooks, executed forms, etc.) for completeness, and archival, as appropriate.
  • Interact closely with Quality Management and all team members to identify and aid in the implementation of data security, integrity or efficiency improvements
  • Work on multiple projects in a concurrent manner on a routine basis.
  • Assist in training and mentoring analysts on the interpretation of data and use of electronic data systems.
  • Demonstrate a consistent high-level integrity, professional discipline and dedication to quality compliance and improvement.
  • Communicate regularly and effectively with all levels of the organization.
  • Assist in office work/secretarial services

Job Requirements

  • Master's degree in Public Health/biostatics having health sciences background
  • 6 years and above work experiences
  • Demonstrated data clerk experiences
