Job Summary

As a member of the Emergency program team, the Grant Officer will monitor and report on clerical and accounting services related to Emergency projects in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. The candidate’s thorough and service-oriented approach is expected to support in his/her role, applying clearly defined accounting and financial reporting processes, procedures and service standard. 

Job Responsibilities: 

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Ensure PO is created for every partner advance request and the PO reference number created by the system is shown on the request.
  • Ensure by closely working with partners and CRS finance team that all advances to partners of different projects/grants are released on time.
  • Ensure any amendments in the budget, project period, etc. with partner is updated in the SCM.
  • Work closely with partners to ensure project advances and reimbursements are in accordance with approved budgets as per the PO.
  • Ensure detailed expenditure type, project number and tasks are captured in the PO detail line for each project before it is approved.
  • Support partners to prepare financial documents and verify whether they are accurate, valid, and are supported by necessary attachments.
  • Monitor and reports any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
  • Frequently travel to field office and partners office to evaluate loan guarantee and other financial documents related to Emergency program.
  • Provide administrative and clerical support to financial transactions processing. Prepare, type, photocopy, and scan financial related documentation. File accounting and financial reporting documentation as instructed.
  • Compile supporting documentation (liquidation/receipt package) to support processing of financial transactions. Communicate with staff, beneficiaries, subrecipients, partners, suppliers to follow up on required documents, questioned costs and outstanding balances.
  • Review and facilitate financial liquidations and monthly cash forecast requests to partners.

Job Requirements

Typical Background, Experience & Requirements: 

Education and Experience 

  • BA degree in Accounting, Finance, Economics, or Business Administration.
  • Minimum of two years’ work experience in a similar role with some familiarity of standard accounting practices. Experience with an international organization a plus.
  • Experience using MS Office packages, in particular Excel and Word. Hands-on experience with data entry into online databases and forms.
