BACKGROUND

  • The Ethiopian Public Health Institute (EPHI) is established by the council of ministers regulation No. 301/2013 which recognizes the Institute an autonomous federal government office having its own legal personality. The institute is accountable for the Federal Minister of Health.

OBJECTIVE

  • The objective of this position is to control EPHI budgets and enables EPHI Procurement and Finance Directorate to effectively process budget management activities.

SPECIFIC TASKS / ACTIVITIES

  • The Senior Budget Preparation and Follow-up Officer will be accountable to the Procurement and Finance Directorate of EPHI, and shall carry out the following activities:
  • Ensure all government budget financial request are through the new Integrated Financial Management Information System (IFMIS)
  • Strengthen the new Integrated Financial Management Information System (IFMIS)
  • Give technical support to other staff related with IFMIS
  • Prepare cash flows and working capital requirements on a frequent basis to ensure project financing and funding is available at all time to meet project related expenses.
  • ·Ensure all project related expenses are accurately and completely identified and accounted for and related supporting documents are filed and kept in safe and secured for future reference.
  • Ensure compliance with local legal and regulatory requirements with regards to project related work scope and highlight and deviation to case team leader.
  • Ensure internal controls and segregation of duties are clearly communicated to case team leader/ team and assess compliance on a regular basis and deviations are reported and corrective actions taken proactively.
  • Ensure bank reconciliations, vendor reconciliations and fixed assets registers relating to the project is prepared, reviewed and signed off at least once a month before the finalization of monthly project accountants as per group reporting time lines.
  • Ensure all Property, Plant and Equipment (PPE) purchased for project purpose is appropriately tagged (coded), identified, classified, separated between classes of assets, recorded and accounted for in the same month in line with government Financial Reporting Standards, group policies and procedures and updated in the fixed assets register. Need maintain/ review frequently. Further, ensure the movements of these assets are controlled with proper documentation and approval to facilitate the project time lines and deliverables.
  • Setting up budgets.
  • Policy making.
  • Comparing the actual and budget results;
  • Taking corrective steps and remedial measures;
  • Placing responsibility when there is a failure to attain the target.
  • To control actual expenditure not to exceed the approved budget.
  • Prepare budget utilization report monthly, quarterly and annually.
  • Involves an on-going comparison of the actual performance with the budgets and taking remedial steps immediately, to ensure adherence to the plan.
  • Carry out any other relevant duty that may be assigned by his supervisor.

METHODOLOGY 

The Senior Budget Preparation and Follow-up Officer will work with the Procurement and Finance Directorate and to improve the efficiency and quality of budget operation in accordance with Guidelines & procedures of the EPHI.

REPORTING

  • The Senior Budget Preparation and Follow-up Officer, while reporting to the Procurement and Finance Directorate. 

Job Requirements

  • BA or MA in Accounting or other related fields pertinent for executing duties specified above.
  • At least 10 years of professional working experience for graduate degree holders or 8 years for post graduate degree holders in the areas of Accounting.
  • Good Command of English, speaking and writing.

CONTRACT DURATION AND REMUNERATION

  • The contract will be for one year but extendable depending on the satisfactory performance and the need as of business continuity.
