Program background:

Project HOPE Ethiopia has been responding to various emergencies in Ethiopia including the COVID_19 pandemic and the Northern Ethiopia Conflict and their impacts. We support the delivery of critical life-saving services to IDPs and conflict affected population. The core interventions of the humanitarian response activities include integrated Health and nutrition interventions which focus mainly on immunization, communicable disease surveillance, MNCH, emergency nutrition and response, Mental health and PSS, COVID-19 prevention and control, community engagement and WASH to benefit both the IDP and the host communities

2) POSITION TITLE:                            Team Leader- Mobile Health and Nutrition Team

    REPORTS TO:                                  Emergency Response Coordinator

    DUTY STATION:                            Various-Amhara (North Wollo and Waghimra) and Afar (Erebti)

These are contract positions that have flexibility in locations of deployment based on changing needs and security situation

    MINIMUM HOURS OF WORK:    48 Hours per Week

     SUPERVISEES:                               Emergency Health officer, Midwife and MH/PSS officer

    DURATION OF CONTRACT:        Six months contract with possibility of extension

JOB SUMMARY:

Team leader is responsible to coordinate all Health and nutrition activities of the humanitarian response project including clinical service delivery, management of MHN team members, budget Monitoring and resources management, sector reporting and for cordial and constructive coordination with the other actors in the sector, especially with health facility staffs, woreda Health office, Regional Health Bureau (RHB) and other partners in the region.

SPECIFIC RESPONSIBILITIES 

Specific responsibilities of the MHNT Team Leader include but are not limited to:

Technical

  • In collaboration with emergency health officer, midwife and MHPSS officer, the team leader will handle planning and implementation of Emergency Health and Nutrition activities.
  • Closely monitor the emergency health project, implementation of health promotion and community engagement activities, supervising workshops & trainings.
  • Make sure that emergency Health program adheres to protocols, policies & guidelines, and donor requirements.
  • Provide technical assistance for staffs under supervision (health officers and to have quality project implementation.
  • Apply proper IPC and PPE protocols, use masks gloves and gowns at all service delivery times.

Program Management

  • Follow all PHE standard logistics, finance and administration tools as recommended by the respective teams and supervisor
  • Ensure that all activities are implemented according to the work plan and that targets are met.
  • Security management and monitoring and reporting for all staffs
  • She/he is responsible for developing spending plan and procurement plans alongside activity plan for all active grants of local health with officers and supervise budget spending.
  • She/he is responsible for Monthly procurement and budget tracking follow ups.

Monitoring & Evaluation

  • Coordinate data collection and management by MHNT and other PHE staff and Maintenance of HMIS data.
  • Analyze weekly, monthly and quarterly report submitted by officers for data quality and presentation of data for use, and she/he will be responsible to submit quality report to supervisor.
  • Prepare and submit monthly, quarterly and final reports for review and submission to Woreda Health office, ZHD, and supervisor in Addis Ababa.
  • Responsible to prepare weekly and monthly indicators report.
  • Supervise and evaluate response activities within local communities for operations.
  • Participate in project evaluation

Human Resource Management

  • Supervise MHNT members in the target woreda.
  • Conduct periodic performance evaluation of staffs

OTHER FUNCTIONS

Key Working Relationships

Internal

  • Closely work with operations, logistics and finance teams, Emergency Response coordinator and other technical teams

External

  • Work with Regional health Bureau, ZHD, woreda Health Offices and Health facilities

Job Requirements

QUALIFICATIONS, EXPEREINCE AND COMPTENCIES:

EDUCATION/TRAINING፡

  • BSc in public health/ Health Officer or BSc nursing. MPH is helpful.
  • ​Minimum of 5 years work experience for BSc holders and 1 years of experience for post plus graduate in health programs both at clinical and community-based programs, working in lifesaving primary health care services. Have an experience of community engagement activities.
  • Experience in humanitarian response preferably, as team leader.
  • NGO’S experience is an advantage.

TECHNICAL SKILLS:

  • Ability to work under pressure, long work hours and high workload.
  • Excellent communication skills- verbal and written skills. Communication in Amharic and English are a must.
  • Self-motivated, transparent, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Skills and experience in staff management, project management and building effective team’s spirit.
  • Ability to plan, prioritize, and supervise implementation of Health and nutrition projects.
  • Proven experience and skills in ensuring community participation and gender issues in humanitarian programming.
  • Experience in training of staff in health programming.
  • Ability to use computer- Microsoft Office (Word, Excel, Power Point, and e-mail).
  • Excellent interpersonal communication.
