Program background:

Project HOPE Ethiopia has been responding to various emergencies in Ethiopia including the COVID_19 pandemic and the Northern Ethiopia Conflict and their impacts. We support the delivery of critical life-saving services to IDPs and conflict affected population. The core interventions of the humanitarian response activities include integrated Health and nutrition interventions which focus mainly on immunization, communicable disease surveillance, MNCH, emergency nutrition and response, Mental health and PSS, COVID-19 prevention and control, community engagement and WASH to benefit both the IDP and the host communities

1) POSITION TITLE: Emergency Response Coordinator 

    REPORTS TO: Director of Program Implementation

    MINIMUM HOURS OF WORK: 40 Hours per Week

   SUPERVISEES: Mobile Health and Nutrition Team Leaders

   DURATION: Six months contract with possibility of extension

JOB SUMMARY:

The Emergency Response Coordinator is a senior manager who ensures the delivery of quality integrated lifesaving services to the most vulnerable in acute emergencies and transition settings that we work in. The Emergency Response Coordinator manages all aspects of the implementation and development of emergency and post crisis projects in line with Project HOPE’s country strategy. Working closely with the Director of Program Implementation and Regional Technical Advisors, s/he will supervise and manage all field-based emergency response staffs including MHNTs, actively engage and communicate with national and regional clusters, partner organizations including FMOH and RHBs.

SPECIFIC RESPONSIBILITIES 

  • Coordinate and supervise planning and implementation of emergency projects including deployment of MHNTs, Health, Nutrition, WASH and NFI intervention projects as per the project proposals and budget secured
  • Ensure recruitment and management of qualified response personnel for all project components
  • Lead field operations including start-up of new emergency projects, transition, and recovery activities including conduct of orientations to program participants and stakeholders to give clear information about the project activities and signing of MOUs
  • Ensure the logistics team and team leaders are properly tracking and managing allocated fleets, project supplies and other inputs
  • Initiate and follow up procurement and delivery requests of supplies a from logistics team and emergency kit from relevant UN agencies to ensure quality service delivery per the national and global guidelines
  • Lead development of project work plans, detail budgets, M&E tools and reporting tools for tracking of implementation to support evidence-based decision-making.
  • Ensure that all project teams develop weekly and monthly objectives and work-plan for the projects and ensure that all planned activities are met according to the timeline
  • Provide inputs for situational updates through tracking and analysis of data and reports from relevant parties
  • Support MHNT leaders in all aspects of finance, administrative, human resource, and logistics management, ensuring compliance to organizational policies, systems and donor requirements
  • Supervise the emergency projects budget management and expenditure including periodic BVA reviews and development of revised budgets
  • Provide trainings and development opportunities to field teams and partners in planning and implementing the projects
  • Hold regular team meetings with field teams and SMTs to exchange updates including with HQ teams as required
  • Undertake regular onsite field visits and assessments to track implementation progress provide technical assistance and help inform quality improvement
  • Work to maintain and strengthen positive team spirit directed towards achievement of organizational goals.
  • Ensure gender, age and disability, protection, accountability and HIV/AIDS mainstreaming are implemented throughout the implementation of project period.
  • Ensure that project teams have clear understanding of Monitoring & Evaluation requirements and incorporate them in the project implementation
  • Coordinate and ensure that reports from all team leaders in respective projects and supervisors are received timely, compiled, analyzed and submitted to relevant parties
  • Develop quality narrative and quantitative reports to donors, clusters and to stakeholders
  • In consultation with the DPI, liaise with relevant authorities and Donors, United Nations agencies, Non-Governmental Organizations and other stakeholders regarding coordination, response plans, agreements and reports as required.
  • Proactively monitor and review the security situation of implementation locations on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies.
  • Perform other duties assigned by the line manager for the accomplishment of project and organizational objectives.

  • National Health Cluster, Nutrition Cluster, TWGs and FMOH/EPHI, NDRMC and RHBs

Job Requirements

QUALIFICATIONS, EXPEREINCE AND COMPTENCIES:

EDUCATION/TRAINING፡

  • MPH/ MSc degree in Public Health, Nutrition or other health related fields of study with minimum of ten years relevant experience in emergency & development contexts
  • Minimum of six years NGO experience
  • Experience of managing multi-sectoral teams, and MHNTs
  • Experience Managing finances and knowledge of in donor compliance requirements

TECHNICAL SKILLS:

  • Familiar with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
  • Good administrative skills
  • Good cultural awareness and sensitivity
  • Ability to work under pressure, and with limited supervision.
  • ​Excellent communication skills- verbal and written skills in English and local languages.
  • Self-motivated, transparent, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required.
