Organizational Context and Scope
Under the overall supervision of the Emergency Post Crisis Program Coordinator of IOM’s Office in Ethiopia, and with the direct supervision by the Shelter NFI/WASH program manager, the incumbent is accountable for undertaking WASH operational activities and coordination in relation to IOM’s WASH program across Ethiopia.

Responsibilities and Accountabilities
1. In close coordination with the Project Manager WASH and Shelter, WASH Officers and WASH staffs, the WASH national officer will support the coordination and implementation of IOM Ethiopia’s emergency, and transitional WASH interventions.
2. Support PM WASH and Shelter in coordination with the Government of Ethiopia’s National Disaster Risk Management Commission (NDRMC), Ministry of Water and irrigation and Health, WASH cluster and other stakeholders appropriate to the humanitarian context for internally displaced communities.
3. Assist WASH Officers and PM WASH and Shelter in producing technical designs, tools, guidance documents for WASH constructions and WASH NFIs responses in line with humanitarian standards including drafting and reviewing of bills of quantities and schematics.
4. Assist Project Manager WASH and Shelter in managing the WASH interventions ensuring they are implemented according to the agreed IOM response strategy and project specific intervention plan, including project designing, development and supervision of WASH interventions.
5. Support in mainstreaming community engagement throughout the WASH programme in Ethiopia and linkages between hard and soft WASH activities and programming.
6. Support in design and implementation of hygiene promotion activities including development of WASH IEC materials.
7. Ensure proper documentation of the WASH programmes are maintained, including all supportive documents for the project implementations (assessment, beneficiary registration, distribution, payment records, location specific project designs, training reports, hygiene promotion activities, M&E reports etc.) are timely recorded and updated in the internal database.
8. Maintain regular internal coordination and proper linkage within the WASH program; help facilitating cross-cutting issues such as gender, age, prevention of sexual exploitation and abuse (PSEA), GBV (gender-based violence) risk mitigation, HLP (housing, land and property issues) support, accountability to affected population (AAP), and Environmental Impact Assessments (EIA) are integrated in IOM WASH programming.
9. Support in follow-up on the WASH operations by liaising with Procurement, Finance, HR, and Logistics units of IOM Addis Ababa and field to monitor if requests from the field operations are met in the required timelines.
10. Participate in WASH field assessments in IDP sites, outside camps and as per the programme needs to compile observations, analysis, recommendations, and lessons learnt for future project activities.
11. Participate in WASH sectoral meetings and technical working groups (TWiG) and extend technical support as requested.
12. In coordination with field program staffs, follow-up on the WASH project reporting; providing regular WASH progress updates to the Project Manager and the reporting unit for donor updates and reports, internal news feeds.
13. Undertake immediate duty travels related to project implementation.
14. Perform such other duties as assigned.
Job Requirements
Education
- Masters/Bachelor’s degree in Civil Engineering, Environmental Health or related field of study.
Experience
· At least five years of relevant professional experience for Master’s Degree holders and seven years for Bachelor holders.
- Prior relevant professional experience in community mobilisation, WASH infrastructure, water treatment and hygiene promotion as well as inclusion of vulnerable groups in WASH programming.
- Preferable prior experience working with a United Nations agency, in insecure environments.
- Knowledge of Ethiopia and working with internally displaced people
- Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds
- Proven experience in drafting reports, and other information products
- Experience in project monitoring, evaluation and reporting an advantage
- Strong computer skills, specifically hands-on experience in usage of MS Office.
Languages
· Fluency in English and Amharic (oral and written).
· Knowledge of other local languages an advantage
