In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

This role will be in charge of rollout and implementation of CPIMS/CPIMS+ (Primero) and will support CPiE project (BHA) in North Gondar Zone, Amhara Region. The role will have a project-level oversight in the central management and running of the system; and ensuring of technical support to project MEAL Coordinator and case management teams for the project. The post holder will conduct trainings and provide technical assistance and support through frequent visits to project team to support high quality data documentation and monitoring through the CPIMS systems at the field level, that ensures quality case management implementation and impact. The post holder will also lead on implementation of CPIMS and supporting other key partners including UNICEF and other child protection actors. This role has the ultimate responsibility for the configuration and maintenance of the CPIMS/Primero implementation within the Ethiopia Child protection programme; the data it carries, and the case management work it enables. This role will need to be familiar with cloud-based deployments, understanding provisioning servers, deploying applications, setting up monitoring and other security measures, as well as local server deployments, networks, and hardware configuration (laptops, etc.).

This is a challenging role in a complex environment. It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of coordinating, implementation of high quality, technical activities at field levels, understanding both the development and emergency context, able to travel and work in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions.

KEY AREAS OF ACCOUNTABILITY: 

  • Managing and maintaining child protection information management system (CPIMS), to the level of high quality standard.
  • Periodically produce high quality documentation and reporting from the CPIMS system to inform programs and quality implementation of activities at the field level, and to input advocacy and communication briefs with donors and other stakeholders
  • Maintain a program database and ensure that the databases are updated regularly.
  • Support the adaptation/ contextualization, standardization, operationalization and harmonization of existing CPIMS/CPIMS+ tools, forms and resources, SOPs and information sharing protocols
  • Work closely with the CPiE Coordinator, CPiE MEAL Coordinator and other relevant project staffs on the roll out of the CPIMS /CPIMS+ where necessary. Ensure the appropriate set-up and roll out of the system based on the pre-defined phased approach in line with the case management data flow, referral pathways, SOPs for case management and the ISP
  • Offer technical support and training to CPiE project teams in managing and maintaining their CPIMS tools, data and supporting teams to produce high quality documentation and reporting that informs implementation of activities on the ground.
  • Support, and where needed lead workshops, training events, and meetings aimed at experience sharing and developing technical capacity of staff at all levels, in CPIMS and other information management and reporting.
  • Contextualize and roll-out basic trainings on case management to respond to identified gaps and priorities with support from MEAL Coordinator.
  • Support data analysis workshops and generate reports/content to be regularly documented and shared with donors, CP actors and through other relevant networks
  • Support the review existing training and mentoring modalities, initiatives, materials and tools currently in use to determine lessons learned and provide recommendations for a capacity building plan.
  • Serve as an inter-agency liaison in rolling out CPIMS+;
  • Attend and initiate meetings with relevant government and non-government child protection actors and community-based mechanisms to support case management and roll out CPIMS+;
  • Ensure the implementation of a child protection data protection protocol in case management; including protecting the confidentiality of the case information and serve as focal point for audit process.
  • Draft reports based on trends of cases for donors as needed;
  • Participate in relevant CPIMS related workshops and learning initiatives
  • Represent the organization at all relevant technical external task forces, working groups, or other meetings / forums which have been identified, and use these meetings to negotiate strategic, and advocacy positions related to CP information management systems.

Job Requirements

Skills and Experience:

  • Bachelor’s Degree in Information Technology, Statistics, Social Science, Computer Science or Project Management.
  • Diploma in IT with a base in Database Development will be an added advantage and certificate in M&E is a plus.

EXPEREINCE:

  • Minimum of 4 years of experience working in INGO’s and or UN Agencies in developmental or in humanitarian programs, out of which 2+ years in field postings, and 2+ years working for an international agency on management information systems development. 
  • Experience in Child Protection Information management system and CPIMS+
  • Proven experience of undertaking analysis of both qualitative and quantitative research using relevant software

KNOWLEDGE, SKILLS AND ABILITY

  • Good communication skills in English and local language is preferred
  • Proven skills and experience in system development, repair and maintenance.
  • Full understanding of Excel and report creation.
  • High level technical understanding of the deployment infrastructure (i.e. servers, ip addresses, databases, local and cloud deployments).
  • Preferably basic knowledge on case management and child protection programming
  • Strong information management and telecommunication skills and proficiency in IT/computer skills (including sound MS Excel, Ms PowerPoint and Ms Word proficiency).
