Job Description

The Quality of Care (QoC) Advisor will provide vision, leadership and direction to ensure the technical integrity of an upcoming USAID integrated health project in Ethiopia. The Improving Quality of Healthcare Activity aims to build capacity of urban and peri-urban PHCUs and referral health facilities in planning and delivering client-centered quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services. The three objectives of the Activity are to: (1) improve the readiness for and delivery of quality RMNACH services; (2) strengthen the management and accountability for quality service delivery; and (3) to restore health services in health facilities in conflict affected areas. The project is anticipated to operate over a 5 year period.  

The QoC Advisor will work closely with project leadership and key stakeholders to lead implementation of technical aspects for quality improvement, quality assurance, and accreditation for RMNCAH within this project in Ethiopia. This will involve working closely with the MOH, USAID Ethiopia, implementing partners in country, public and private sector facilities and professional organizations to advance the QoC agenda in Ethiopia. Additional details on responsibilities and qualifications are outlined below.

Responsibilities: 

  • Provides technical guidance to develop, implement sustained adoption of QI processes and tools, including the creation of synergy across intervention areas at project, public and private sector levels
  • Lead technical adaptation of international best practices to address gaps in the QI system
  • Catalyze and support effective data analysis and use at facility and woreda levels
  • Collaborate with key project staff and stakeholders on the design, execution, monitoring, and documentation of all QI related interventions and activities, including collaborative learning and adaptation
  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, mentorship and supervisory systems needed for effective project implementation and achievement of expected results
  • Provide mentoring and capacity building at the individual and organizational levels
  • Facilitate the formulation of innovative approaches for scale up
  • Collaborate with all local stakeholders and implementing partners to ensure that project activities are responsive to and in line with national priorities.
  • Document successes, challenges and lessons learned in implementation consistent with collaborative learning and adaptation, assuring such efforts are reflected in formal and informal project reporting.
  • Work with colleagues to develop a cadre of quality improvement champions to advance a continuous culture focused on quality.
  • Develop and maintain strong working relationships with USAID, Ministry of Health, private health sector partners, key representatives of other USAID / donor funded health programs and other key stakeholders in Ethiopia to maximize resources and leverage synergies

Job Requirements

  • Advanced degree in public health, health administration, international health, or a related field
  • At least eight years’ combined experience effectively advancing quality improvement and delivering technical assistance in one or more of these areas: Maternal, Newborn and Child Health, Immunization and Family Planning and/or Reproductive Health.
  • Possess detailed knowledge and practical experience applying and adopting at scale quality improvement, quality of care measurement approaches and tools
  • Demonstrated in-depth understanding of Ethiopia’s healthcare system, particularly the public health system, including effective pathways to promote continuous quality improvement.
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Understanding of how to increase sustained adoption of new approaches and related change management
  • Excellent communication skills and strong inter-personal and supervisory skills, including the demonstrated ability to lead, mentor and coach technical staff
  • Ability to work independently and with team members and partners at all levels
  • Strong analytical and conceptual skills and the ability to think and plan strategically
  • Strong work experience with local and international partners in Ethiopia, including both private and public sector partners.
  • Familiarity with USAID's administrative, management and reporting procedures and systems
  • Fluency in written and spoken English
  • Ability to travel within Ethiopia up to 30%
