Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges Project HOPE seeks experienced professionals to support an anticipated immunization project in Ethiopia. This anticipated project will be for one year. The position is contingent upon receipt of funding for the project.

Project Background

This investment will be implemented by Project HOPE to support the Federal Ministry of Health's (FMOH) effort to eradicate polio by rapidly expanding IPV/bOPV coverage within IDP camps and surrounding communities in Oromia, Amhara, Somalia, and Afar regions. The project's goal is to achieve 90% coverage of the bivalent oral polio vaccine (bOPV) and inactivated polio vaccine (IPV) and promote polio-free communities. Project HOPE will work with the government to perform regular, high-quality polio SIAs using revised woreda (district) level micro plans and a campaign-style mobile IPV/bOPV and other antigens using vaccine administration modalities that are context-specific. The activities will be monitored on a regular basis utilizing digital tools.

POSITION TITLE:                            Senior Program Manager

REPORTS TO:                                 Senior Newborn and Child Health Advisor and Program Director

DUTY STATION:                             Addis Ababa

MINIMUM HOURS OF WORK:    40 Hours per Week

Specific Responsibilities:

  • Lead the establishment of mobile teams across all target regions that provide campaign-style mobile vaccination of IPV/bOPV and other antigens for the IDP population and Surrounding communities using updated woreda (district) level micro plans.
  • Provide technical leadership and oversight for planning and implementation of IPV/bOPV and other immunization services for IDPs/ surrounding communities in Oromia, Amhara, Afar and Somali regions
  • Work closely with EPI Teams of FMoH/ VPD Surveillance and Response team of EPHI and RHBs to develop and implement strategies to strengthen improved IPV/bOPV and other immunization outcomes.
  • Work with FMoH and RHB EPI teams, and woreda EPI focal persons during development of immunization micro plans and other preparation activities for the rollout
  • In collaboration with FMoH and RHBs lead the organization of advocacy workshops at different levels to increase IPV/bOPV and other vaccine uptakes among IDPs
  • Provide technical assistance to support the EPI commodity supply chain system at health facilities and advocate for and liaise with GAVI to ensure the availability of additional vaccines
  • Participate in meetings, consultations, technical working groups, and negotiations related to polio and other immunization technical assistance.
  • Provide technical assistance for the zero-dose evaluation team at Project HOPE and local implementing partners per FMoH’s policy and immunization strategies.
  • Prepare monthly and quarterly reports, briefers or other documents to summarize progress in IPV/bOPV immunization; conduct regular data review and trend analysis.
  • Prepare and present technical presentations at different level (national and regional meetings, Global Health Team of Project HOPE HQ, the donor, FMoH, partners and others) and workshops as appropriate.
  • Monitor and analyze equity trends and issues related to IPV/bOPV and other immunization activities among IDPs and apply these analyses to national level programs.
  • Oversee and facilitate the gathering and analysis of immunization data (pre- and post-intervention and routine program) for reporting and improving program design and monitoring.
  • Participate and contribute to production of analysis, communications materials, talking points, briefers, and reports.
  • Collaborate with the immunization evaluation team members to develop and implement strategies to improve routine immunization, disease control and contribute to global goals of IA2030 and Gavi 5.0.
  • Work closely with the Senior Immunization/Surveillance Advisor seconded to (FMoH/EPHI)
  • Supervise, mentor, and supervise the senior MERL Officer and Regional/Cluster Immunization Specialists working at national and regional level  
  • Develop detailed activity/budget plan and activity tracking matrix and lead the implementation, coordination, and oversight of the project activities.
  • Work with the MERL and IT and mHealth team to develop the digital activity tracking tool using CommCare platform
  • As directed by the Senior Neonatal and Child Health Advisor, assist in the review, design, and implementation of strategies for routine immunization, including monitoring of work plans and budgets, supporting site visits to monitor performance, and reviewing reports and accomplishment of milestones.
  • Perform other duties as assigned by the immediate supervisor and the Country representative 

Job Requirements

REQUIREMENTS

  • MD/ PhD / Master’s degree in public health or other related fields with a minimum of 15 years of professional experience of which 8 years on immunization programs.
  • Demonstrated knowledge of routine immunization systems strengthening best practices; knowledge of IA2030, Gavi 5. 0 and familiarity with global and national immunization policies and strategies.
  • Knowledge of disease control initiatives (e.g., polio, measles, tetanus).
  • Demonstrated experience in organizing, leading, and monitoring successful immunization campaigns
  • Ability to work with global and country stakeholders in the formulation of policy, assessment and program design and monitoring.
  • Excellent interpersonal and team skills–demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality.
  • Excellent written and oral communication and computer skills.
  • Willingness to travel at least 50% of the time
