Job Title: Head of Human Resources and Organizational Development

Duty base: Addis Ababa with occasional travel to fields

Job Summary

Head of HROD is responsible to lead the organization’s HROD function including the development of

HROD strategy, systems and processes that addresses the strategic needs of the organization. She/he is

responsible for the implementation of HROD practices and processes that will provide high

performance, culture and the acquisition and ongoing development of effective workforce and systems;

as well as for the development and implementation of programs to align HROD processes and key

business initiatives through use of organizational effectiveness. The role holder also manages the

procurement unit, staff security, safeguarding matters and serves as a Security as well as safeguarding

Focal person for the country programme. As a member of ActionAid Ethiopia’s Senior Management

team, the position holder also provides and supports overall organizational leadership including risk

management.

Key responsibilities:

  • Designs HROD country strategy that is aligned with the international Strategy, AAE business strategy
  • and Global HROD standard
  • Initiates, catalyze and manages desired organizational learning, change and transformation processes; acts
  • as a change agent providing the support and mechanism to implement major changes to the operations of
  • the business
  • Provides strategic HR and OD support to programme, partners and other support teams across the
  • organization;
  • Designs and ensures effective and efficient HROD structure, systems and practices that support key staff
  • acquisition and retention.
  • Facilitates and manages organizational change initiatives
  • Ensures a system of learning, and staff training and development
  • Takes initiative and provides support to management on leadership, organizational efficiency and
  • effectiveness.
  • Develops and implement HROD plans and forecasts aligned to country strategy, plans and priorities;
  • Manages and support on management of staff engagement
  • Supports and leads the Implementation of Feminist Transformational Leadership and managing power
  • relationship in AAE.
  • Plays active strategic leadership role in AAE management
  • Develops, implement, interpret and revise as necessary HR/OD Strategies, policies, procedures and
  • systems; Involve and support in the development of country/functions strategies; Ensures staff policy
  • awareness.
  • Initiates and leads talent management, and succession planning
  • Manages and control the procurement of goods and services; ensures effective and efficient system of
  • procurement of goods and services; Develop, implement, interpret and revise as necessary Procurement
  • policies, procedures and systems
  • Facilitates the governance of the Country Programme by supporting Advisory Council engagement
  • Manages staff safety and security; leads the development and implementation of employee welfare and
  • wellness services including medical schemes, insurance, security, work life balance;
  • Ensures safeguarding and SHEA standards and best practices across the organization and serves as a
  • focal point for all safeguarding matters

Job Requirement

  • A minimum of Ten years relevant experience for of which a minimum of three years’ experience in senior management post.
  • Knowledge of Strategic Human Resource Management
  • Knowledge of OD techniques and interventions
  • Excellent leadership and interpersonal skill,
  • Strategic orientation, ability to work in a team environment and a person conscious of power dynamics
  • in the leadership and management.
  • Knowledge of local labor laws and other related proclamations
  • Knowledge and practical experience on Safeguarding
  • Knowledge and experience on staff safety and security management
  • Experience in policy development and reviews
  • Experience working in the INGO context
  • Knowledge of financial management, procurement process and systems
