Job Title: Health Commodities Supply Chain M&E Specialist

Chemonics International seeks experienced professionals for the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM in Ethiopia will serve as vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of health supply chain and pharmacy service activities, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking qualified Health Commodities Supply Chain M&E Specialist. The overall scope of work for the M&E specialist is to participate in the design of evaluation tools, conduct the assessment, and produce report.

Health Commodities Supply Chain M&E Specialist

Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM)

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Commodity procurement and logistics
  • Systems strengthening technical assistance
  • Collaboration to improve long-term availability of health commodities

The project has planned to conduct an evaluation and document lessons on targeted supply chain and pharmacy service activities in which the country has achieved technical independence with GHSC-PSM technical assistance. The evaluation is intended to measure GHSC-PSM supply chain and pharmacy services system strengthening performance in helping the country achieve technical sustainability under major supply chain and pharmacy services sub-categories. It measures the country’s ability to perform the supply chain activities independently from a technical perspective, document lessons learned, and identify opportunities for improvement to strengthen and sustain the supply chain management and pharmacy service systems. 

Overall Scope of Work

The overall scope of work for the M&E specialist is to participate in the design of evaluation tools, conduct the assessment, and produce report.

Specific scope of work

  • The M&E specialist is expected to accomplish the following tasks during the evaluation and dissemination of the results.
  • Review the existing evaluation protocol, tools, analysis plan, and revise/ develop new protocols, tools, and analysis plan.
  • Facilitate communications with Ethiopian Pharmaceuticals Supply Services, Ministry of Health and Regional Health Bureaus, and health facilities about the evaluation objective and schedule.
  • Collect data using different methodologies including interview, focus group discussions, document review, observation, inventory taking, and documenting photos/ videos,
  • Conduct data validation, analysis, and interpretation
  • Document lessons learned during the implementation of targeted supply chain management and pharmacy service activities
  • Closely work with project M&E and technical experts to write evaluation reports, communications products, and prepare supply chain and pharmacy services improvement action plans
  • Report to the supervisor on daily basis about the progress of the evaluation
  • Collect supplementary documents as required

Deliverables/Products:

The following deliverables are expected from the M&E specialist: 

  • Revised/ developed evaluation protocol, data collection tool, and analysis template
  • Collected and validated data
  • Documented photos, lessons, stories, and supporting documents
  • Evaluation report, improvement action plan, and presentations

Period of performance and Assignment Areas: 

The period for M&E work will be from May 2 - 27, 2022. The evaluation will be carried out at EPSS, MOH, RHBs, selected health facilities, and other organizations. Travel and actual data collection dates will be determined based the discussions with Government counterparts.

Supervision: The overall performance of M&E specialist will be supervised by GHSC-PSM M&E, KMC Director. P

Job Requirements

  • First degree in pharmacy, M&E, other related fields. Postgraduate degree is preferable
  • Seven years and above experience, on supply chain management, system strengthening, monitoring and evaluations, logistics management information system, and public health management (five years for second degree).
  • Skill to conduct both quantitative and qualitative analysis and visualize data
  • Experience in planning, monitoring and evaluation activities (tool development, data collection, data quality assurance, visualization, presentation, write up etc.…).
