GIZ- Internal/External Vacancy Announcement ‘#070/2022’

Prevention of displacement and sustainable reintegration of former displaced persons 

As an international cooperation enterprise for sustainable development with worldwide operation, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives.

GIZ promotes reforms and change processes.

The Civil Peace Service (here referred with CPS) works worldwide for non-violent management of crises and conflicts. In Ethiopia, it started its activities in 2008 and takes a systematic approach to conflict transformation with a focus on dialogue, mediation, land and resource management. It works with different stakeholders such as peace committees, community elders, government authorities and civil society representatives. It uses capacity building of partner organization as its main approach.

CPS’s new IDP component “Prevention of Displacement and sustainable reintegration of former displaced persons” is based in Hawassa with a focus in Sidama and Southern Nations, nationalities and People’s Region (SNNPR).

This CPS IDP component is looking for a national specialist in peace building and human rights. The specialist will be based in Hawassa and support stakeholders and local partner’s organizations in a long-term engagement in dialogue process, human rights, peace building and conflict transformation. Her/she will especially advise on the inclusion of human rights in those parameters with a purpose of reducing distrust and prejudices among leaders and the population as well as within the population.

This programme also aims to promote a more critical use of the media.

Responsibilities

Specialist for peace building and human rights is responsible for:

  • Daily operational performance of programmatic activities and ensure that the human rights approach is adhered to throughout the programme
  • Documentation of programme implementation processes with the inclusion of human rights and lesson learned.
  • Raise awareness on the human rights approach throughout the programme.
  • Focal point for human rights, national and international laws, and human rights awareness across the programme.

Specialist in peace-building and human rights will work as a part of the team:

  • Work the team and partner’s organization s to design and undertake context and conflict’s analysis, identify relevant entry points for reinforcing human rights components in different activities of the programme
  • Support staff and partners to design and evelop project activities in peacebuilding and conflict transformation linking them to human rights practices.
  • Manage and update information related to human rights in the operational region.
  • Assist partner’s organizations to identify needs in capacity development, develop and facilitate trainings in good governance for local authorities, civil societies and partners.
  • Collaborate with M&E Expert in establishing planning, monitoring and evaluation on the programme and provide relevant information on human rights indicator and source for verification.
  • Working closely with other (national and international) experts and within a team

Job Requirements

Required qualifications, competences and experience

Academic background

  • Master’s in law, peace building, human rights and international law.
  • PhD in above mentioned discipline is an asset

Working experiences

  • At least three years and above of professional work experience in peace building, conflict transformation and human rights.
  • Sound knowledge and experience in national and international laws in relation refugees and internally displaced persons.
  • Skills to facilitate peace dialogue, mediation/arbitration processes, workshops and training on good governance, peace building and conflict transformation.
  • Proven experience in supporting local initiatives including community and traditional leaders in conflict transformation and prevention focusing on the interest of women and youth.
  • Knowledge of and experience in working with refugees and IDP is an asset.

Other qualifications

  • Strong teamwork and interpersonal skills with an openness to work in an international team.
  • Analysis, communication and negotiation skills.
  • Good organizational and time management skills to prioritize workloads and tasks.
  • Readiness and willingness to undertake extensive fieldtrip even under harsh conditions.
  • Proficiency in English (spoken and written) and Amharic is required. Working knowledge of Sidama and Oromo would be an asset.

Scope of Work The consultant will be responsible for preparing, delivering, and reporting on a four-day Law Enforcement Agencies–Media-CSOs Dialogue Forum. The forum will cover key thematic areas, including: • Media freedom, constitutional guarantees, and rule of law principles with the focus on the international and regional frameworks (including UDHR, ICCPR, ACHPR, and UN frameworks on journalist safety) to set the context. • National legal frameworks governing media and freedom of expression, and their implications for law enforcement, media operation and CSOs advocacy practice. • Digital rights, cyber-security, and the protection of media and CSOs actors in online spaces. • Co-creation of Standard Operating Procedures (SOPs) or a Code of Conduct to guide Law Enforcement Agencies–Media-CSOs engagement, during special events, particularly in the context of the upcoming election. The consultant will facilitate discussions, group work, and role-play exercises to encourage dialogue, identify friction points, and propose practical solutions. Following the forum, the consultant is expected to prepare a concise report summarizing key outcomes, recommendations, and agreed next steps, as well as a draft SOP/Code of Conduct reflecting the contributions of participants.
