Job Summary  

The position holders to the Project Coordinator based in Mekelle and shall be responsible for the overall planning, implementation, monitoring and reporting of the food security, livelihoods and cash transfer activities under the Protection, WASH and Shelter for IDPs, Returnees in Tigray, Ethiopia Project in Mekelle, Adigrat and Maichew.

Specific Tasks and Responsibilities

  • Provide technical support in the design, implementation, monitoring and evaluation of the LWF livelihood, food security and cash transfer activities;
  • Design and coordinate baseline surveys, market assessments, conduct feasibility studies for livelihoods food security and cash transfer programming;
  • Provide technical direction, leadership and training/capacity building to the livelihoods, food security cash transfer right-holders on climate-smart agriculture, adaptation strategies, business planning, income generation, group savings and loans, revolving funds, vocational skills training and strengthening of small scale businesses for the right holders to enhance their self-reliance and resilience;
  • Participate in proposal development and budgeting for new projects in accordance with the provided LWF guidelines and standards;
  • Select target communities and project priority groups jointly with project staff, local government representatives and communities and other relevant stakeholders;
  • Lead the development of procurement, activity and budget plans for the Project;
  • Lead the regular data collection process on project progress, and compile monthly, quarterly,  and annual report on the projects;
  • Analyze budget versus expenditure in monthly financial reports;
  • Document regular significant success and human interest stories, best practices and photos;
  • Responsible for overseeing implementation of livelihood project activities in accordance with approved work plan time schedules and budgets;
  • Conduct training on relevant thematic areas and other project interventions;
  • Provide technical backstopping and facilitation, work closely with partners, field staff, and cluster based stakeholders, networks, and community members to ensure achievement of objectives in timely and cost effective manner;
  • Identify livelihoods and environmental constraints/concerns and suggest possible recommendations to the Program Coordinator /Program Officer;
  • Facilitate that regular meetings are conducted by the project staff and reports are prepared and submitted to the Head Office.
  • Ensure core humanitarian standards (CHS) are adhered to in the implementation of the livelihoods and climate resilience activities;
  • Promote accountability to affected populations using the LWF accountability framework;
  • Represent LWF in relevant coordination platforms;
  • Perform any other duties and responsibilities assigned by the supervisor or designate.

Job Requirements

Required Minimum Qualifications, Experience and Skills:

  • Bachelor Degree in rural development, economics, agronomy, community development, climate, plant science or other relevant disciplines from recognized University/College. Minimum of 3 years relevant experience for Bachelor degree and 1 years for Master’s Degree.

Skills Required, Attitudes and Attributes:

  • Experience of working within a team structure;
  • Fluent written and spoken English; Knowledge of Tigrigna is mandatory
  • Gender sensitivity
  • Proven program & project cycle management skills - proposal and report writing skills; monitoring and evaluation skills and experience;
  • Experience in managing cash transfer programming;
  • Ability to work under pressure, priorities well and meet deadlines;
  • Ability to travel extensively, especially to remote areas;
  • Experience in and the ability to train, coach, mentor people.
  • Previous related experience in INGO set up is advantageous
