Job Summary
The position holder reports to the Project Coordinator in Mekelle and shall be responsible for the overall planning, implementation, monitoring and reporting of community water, hygiene and sanitation (WASH)- related activities under the nexus project entitled: “Protection, WASH and Shelter for IDPs and Returnees in Tigray, Ethiopia’’ including hygiene promotion, sanitation and water supply activities.
Specific Tasks and Responsibilities
- Lead the response activities of WASH emergency for conflict-affected IDPs in different woredas of Tigray Regional state including monitoring of project quality, M&E and budget management;
- Produce study and design documents including: construction specifications, bill of quantities and construction schedule for the water and sanitation works to be carried out in the project area as necessary;
- Carry out construction activities related to water supply;
- Facilitate sanitation and hygiene activities targeting the conflict affected people and host communities in the different woredas of Tigray;
- Primarily responsible for planning, implementation, monitoring and evaluation of the overall interventions of WASH in close coordination and consultation with the concerned project staff;
- Ensure efficient utilization of resource such as construction materials, manpower, properties, etc;
- Regularly participate in the regional and zonal level WASH Cluster meetings and provide updates to the immediate supervisor or project coordinator;
- Establish and train water users' committees for each of the water supply systems rehabilitated/constructed;
- Lead the development of procurement, activity and budget plan for WASH-related activities;
- Participate in procurement activities related to WASH;
- Proactively conduct assessments and prepare proposal for new projects in WASH;
- Work closely with the project team in reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;
- Select vulnerable communities and project priority groups jointly with the project team, local government representatives and communities;
- Provide technical backstopping and guidance to the community facilitators;
- Prepare periodic and timely reports and submit to the project coordinator periodically as per the agreed reporting timelines;
- Follow procedure as outlined in the LWF Staff Rules, Collective Agreement and other Operation Manuals;
- Perform any other duties as assigned by his/her supervisor.

Job Requirements
Required Minimum Qualifications, Experience and Skills:
BA or Master’s degree and above in hydraulic engineering, water engineering or other related field of study. At least 3 years relevant experience in humanitarian sector for MA degree and 5 years for BA degree holder.
Skills Required, Attitudes and Attributes:
- Experience of working in a leadership position within a team structure;
- Proven skills in managing staff reporting to her/him; excellent coordination skills;
- Fluent written and spoken English; Knowledge of Tigrigna is mandatory
- Gender sensitivity;
- Proven program & project cycle management skills - proposal and report writing skills; monitoring and evaluation skills and experience;
- Excellent communication and interpersonal skills;
- Knowledge and experience of emergency and development issues; nexus programming and deep understanding of causes of emergencies, emergency programming and links with policy;
- Ability to work under pressure, prioritize well and meet deadlines;
- Ability to travel extensively, especially to remote areas;
- Experience in and the ability to train, coach, mentor people.
Additional requirements
- Prior experience with Global Affairs Canada funding and Canada’s Feminist International Assistance Policy;
- Strong cultural awareness and sensitivity;

- Strong organizational and logistical skills;
- Goal-oriented with ability to work under pressure, independently and with limited supervision;
- Ability and willingness to work and live in challenging conditions;
