Background

SOS Children’s Villages is a global federation of 136 national SOS Children’s Villages associations, working in more than 2000 programme locations worldwide. We work together with a single vision: every child belongs to a family and grows with love, respect and security.

Uniquely, we provide long-term, family-like care for children who have lost parental care (alternative care service), and we work with vulnerable families and communities to help strengthen them and prevent child abandonment (family strengthening service, FS). SOS alternative care is usually organised in the form of a cluster of SOS families, where each SOS parent cares for small group of children.

1.1 Description of programme locations

SOS Children`s village in Harar

SOS Children`s village in Harar is located in the Eastern part of Ethiopia in Harar town. It started operation in 1980 with its Alternative child care program unit. The program was launched to respond to thousands of peoples` needs after difficult climate conditions resulted in starvation and many children left without parental care.  The program location intensified its crucial support for the community in the region and started a family strengthening program in 2012 in addition to the Alternative Child Care Program Unit. Right from that moment until now, the program location has been responding to various needs of communities. The program location has been working with different partners mainly Government, NGOs, and CBOs. It also mainly targets destitute children and young people. In responding to community needs, SOS Children`s village in Harar is now running the following projects. 1. Alternative Child care Program Unit, located in Harar town, provides care and essential services for 183(68-F) orphan children. 2. Foster/Kinship unit is also strengthening and capacitating 45 families for better child care and 54(28-F) children receiving essential services, the donor of the project unit is SOS Children`s Villages Switzerland. 3. Family strengthening and youth empowerment project unit also operates in Haramaya. It also supports 200 youth and focuses on capacítating youth for self-reliance. The donor is SOS Children`s Villages Switzerland and the project duration is January 1, 2022-December 31, 2022. 4. Peace Project operates in Chinakson and Babile, works on conflict management and peace advocacy, with 45,790 direct beneficiaries, thedonor is European Union and Project duration is February 2020-January 2023. 5. Joining forces for Africa, opérates in Chinakson and Babile, focuses on CP, has  54,332 direct beneficiaries, Project duration is 06th August 2020-05th August 2023. 6. Innovative green agribusiness Project, operates in Harar and Haramaya, has 235 direct beneficiaries. The project donor is SOS Children`s Villages Switzerland and the project duration is September 1,2021-May 30,2022.

SOS Children`s Village in Addis Ababa

SOS Children’s Village Addis Ababa is the third Village in Ethiopia next to Mekele and Harar. It was opened in 1981 in residential district of the South West of Addis, in Lideta Sub city. Currently, SOS Children’s Village Addis Ababa has grown significantly to meet the persistent challenges that confront children who have lost parental care and who are at the risk of losing, the love, care and protection of their families, and or caregivers. Working in close cooperation with donors, the government and community based organizations, SOS Children’s village Addis Ababa has continued supporting thousands of children who have lost parental care and at risk of losing it. Currently the program location is benefiting more than 8,504 program participants in its SOS families care and youth care, family strengthening, green initiative projects, youth empowerment and employability project, Early Childhood Care and Development Centre, entrepreneurship and employability training center and two inclusion projects (meeting the rights of children and caregivers with disability and Together for Inclusion). The program location expanded its service to the community beyond Addis Ababa city and reached the surrounding East Showa Zone and Arsi Zone of Oromia regional state including Adama& Eteya towns. The program location cemented a partnership with government and None Government NGOs and CBOs.

1.2 Rationale and overall objective of the baseline study

SOS Children`s villages has planned to conducted baseline assessment for street project to be launched in three towns named Addis Ababa, Adama and Dire Dawa. A baseline study is an analysis of the situation prior to a programme, against which progress can be assessed and comparisons made. The baseline study establishes the starting indicator value (the baseline) for indicators included in the results framework and tests the source of verification to ensure it is reliable and data can be accessed and collected. It is crucial to have accurate baselines from which changes can be measured and reliable sources of verification that can be used during monitoring and evaluations. Baseline studies are essential to demonstrate that change has taken place, as they provide a point of comparison. Therefore, the overall objective of the baseline study is to serve as a benchmark for the Street Project to be implemented in Addis Ababa, Adama and Dire Dawa and provide information and statistical data on street children situation indicators prior to the intervention. The baseline is also needed to critically assess and update indicators to ensure the measurement of actual change in response to the outcomes/objectives of the project.

Specifically, the baseline study is expected to meet the following objectives:

  •  Establish a baseline indicator values for all indicators in the RF of the project and propose possible improvements where needed.
  • Assess the situations of the street children in the target locations and recommend the appropriate support based on their need.
  • Provide demographic information of the study locations (e.g. population Information (Children, Youth and Adults), Education level (literacy, numeracy and life skills) etc.
  • Detect existing challenges faced by street children, services available to them and appropriate interventions/solutions to address.
  • Set achievable and realistic targets for the expected results that have been defined in the results chain
  • Ensure accuracy and utility of indicators: baseline studies provide the opportunity to test developed indicators, as they show whether the indicators which have been developed are accurate lenses for observing whether change has occurred. If changes are necessary, for example, because it is not feasible to find reliable data for a proposed indicator, make them now to ensure baseline data is collected on the right indicators.

Methodology

The data collection process is to be proposed by the consultant and should include e.g.: accessing existing data collection systems such as programme database (PDB) and existing reports such as the needs assessment; interviews with key stakeholders like representatives of the target group, community leaders and representatives of the municipality, accessing country statistics etc.. The technical proposal is expected to include a section on methodology

  • - Baseline study design and methodology in inception repor
  • Presentation of preliminary results to SOS Children’s Villages in Ethiopia Management (Face-to-Face).
  • Baseline study (draft and final) report containing (see outline in the annex):

       -Executive summary

       -Methodology

       -Recommendations on indicators and sources of verification

       -Outcome of baseline study (table with baseline values)

       -Narrative summary and recommendations

  • Present and submit draft study reports on time
  • Incorporate inputs and feedbacks obtained from the workshop, produce final document both in hard and soft copy.

Job Requirements

1.  Qualification of the researcher / research team

The researcher / team of researchers must have:

  • A university degree and above in social sciences, development studies or economics, project planning and management background with educational credentials of study team members and team compositions with these diversified field of study/ discipline
  • Good facilitation, organizational and interpersonal skills
  • Proven experience in participatory processes
  • Strong skills in coordinating teamwork
  • Ability to transfer complex concepts and ideas into practical and simple language
  • Ideally experience in organizing research processes with/for SOS Children’s Villages
  • Proven gender expertise
  • Proven competency (record of previous experiences) in project/programme evaluations, including formative programme evaluations / baseline studies
  •  Good understanding of development work in Ethiopia
  • A good understanding of child rights and issues affecting vulnerable children and their families
  • Proven experience in working with conceptual frameworks and data collection methods (including age appropriate data collection methods)
  • Strong analytical and conceptual skills
  • Excellent written communication skills

During the process of evaluation, technical bids will be opened and evaluated first. The financial part of those proposals, which are shortlisted after evaluation of the technical proposal, will be opened in a second step.
