Job Description

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI seeks a dynamic and experienced Technical Director (TD) for an anticipated United States Agency for International Development (USAID) funded Public Health Emergency Management (PHEM) Activity. The objectives of the Activity are to strengthen public health emergency management to mitigate the impact of disasters on the health system and primary care and the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks.


The TD is a full-time position based in Addis Ababa. S/he will support the Chief of Party's mission for overall strategic focus and management effectiveness of the project and overseeing the implementation and evaluation of all activities supported by the project. He or she exhibits leadership qualities and management skills, depth and breadth of technical expertise relative to the project and will provide technical assistance at the national level. The successful candidate serves as a member of PHEM Activity Management team. The TD will provide leadership and strategic direction to all technical aspects of the activity implemented by the consortium members. The technical director will supervise the technical team members. This position is contingent upon donor approval and funding.

RESPONSIBILITIES

  • Work closely with COP to achieve key deliverables as specified in the work plans and PMP and assure submission of deliverables to funder according to cooperative agreement/contract requirements, to monitor, analyze and troubleshoot any challenges to project implementation and resolve any human resources issues that arise.
  • Serve as a member of the Senior Management Team.
  • Serve as Acting COP as required including assuming primary communications with the Home Office support team, and USAID.
  • Model effective communication, professional relationships, and coordination for timely reporting, both internally and externally.
  • Assist the COP in the project technical activities to ensure that the work is technically and logistically sound, collaborative, timely, and is conducted in line with the donor-approved project work plan and budget.
  • Review the national and international PHEM and health system resilience guideline and continuously update the existing modalities.
  • Ensure high quality technical leadership and oversight is in place for the program.
  • Take a lead role and serve as key resource person in the process of developing and reviewing program strategies, thematic plans and annual plans.
  • Provide sound leadership and high-level technical guidance to technical advisors, regional program managers and specialists
  • Lead team to provide proper coordination and guidance among local government, county -wide initiatives, community partners, NGOs and other key stakeholders.
  • A continual focus on adapting projects to reflect lessons learned on earlier intervention and changes to on the ground realties.
  • Ensure high quality and timely donor reporting.
  • Ensure that JSI is represented in all relevant emergency forums, working groups and donor meetings.
  • Collaborate with other senior management team to ensure work plans and priorities are designed based on sound assessments to address the identified needs and take into consideration best practice and lessons learnt.
  • Travel to the project regions and sites about 30% of time to assess program effectiveness, problem-solve and catalog learnings to improve the program.
  • Collaborate with the monitoring/evaluation/learning and strategic information team to ensure ongoing monitoring and active engagement with feedback/accountability mechanism.
  • Facilitate knowledge and data management, including identification and documentation of lessons learned.

Job Requirements

  • Advanced degree in international development, public health or disaster risk management and related fields. PhD preferred.
  • Minimum of ten years of experience in managing PHEM, health system resilience and disaster risk management.
  • Ability to implement vision, think strategically, creatively problem solve, exercise good judgment and lead change.
  • Proven track record of managing external relations.
  • Facilitative and collaborative leadership style.
  • Proven ability to work in a dynamic national team and build working partnerships.
  • Success in supervising and mentoring staff and supporting professional and leadership development.
  • Experience of interacting with local governments, international organizations, other bilateral donor and civil society representatives, and senior level government officials.
  • Prior management and work experience with USAID Programs, NGOs and/or international organizations.
  • Effective verbal and written communication and presentation skills in English and Amharic.
  • Demonstrated knowledge of USAID’s policies, priorities, and USG regulations preferred.
  • Experience working in conflict or post-conflict settings is a plus.
