Open Call for the Recruitment of Consultants to Monitor the Implementation of the Federal, Amhara & Oromia Regions Prison Proclamations that affects the Rights of Women and Children in Prison
The project entitled “Monitoring the Implementation of the Federal, Amhara & Oromia Regions Prison Proclamations that affects the Rights of Women and Children in Prison” is financed by the Feteh (Justice) Activity which was awarded to Millennium DPI Partners by the US Agency for International Development.
Background :
Center for Justice (CJ) is an independent Ethiopian civil society organization re-registered on May 29, 2019 at Federal Civil Societies Organizations Authorities under registration number #0865 in accordance with Proclamation No. 1113/2019. It is a professional human rights organization striving for rule of law, human rights, access to justice , peace building , humane treatment of prisoners and democratic governance.
Therefore, Center for Justice intends to recruit skilled, competent, qualified and experienced Researchers/External Experts, to conduct the assessments and producing reports
The following provides details of the scope of work for the engagement a Local Consultants
Objectives of the Assignment
The general objective of the assignment is to assess the Federal, Amhara & Oromia Regions Prison Proclamations in line with the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) and international human rights instruments which recognize the rights of women, women with children and juveniles in prison and their implementation on prison areas and prepare publishable reports with recommendations. The assignment further aims generate evidence to advocate for improvement of legal norms/prison proclamations of Federal and Amhara and Oromia Regional prisons, including on treatment and conditions of women and children in prison through a consultative workshop and distribution of the final reports with stakeholders with shared lessons learned included
Tasks
- The Consultants, under the guidance of CJ’s staffs research team and CJ Executive Director, will perform the following activities :
- Prepare an inception report consisting of a work plan and detailed methodology on the assessment/research
- Design appropriate methodology for data collection
- Conduct research and prepare three publishable research reports within two month from the date of award;
- The consultant is expected to address at least the following issues in the research to be conducted: first, a team of experts will monitor the implementation of the new Prison Administration Proclamations No. 1174/2019 in line with the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) and international human rights instruments which recognize the rights of women, women with children and juveniles in prison and its implementation in selected Federal prisons that are Kaliti Women and high security prisons, Kilinto prison, and Diredawa prison. Second, the team of experts will also assess the implementation of the Amhara and Oromia regional prison laws. In this regard, CJ will assess their implementation in line with the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) and international human rights instruments which recognize the rights of women, women with children and juveniles in prison. A team will also compare and contrast the Amhara and Oromia regional prison laws to see if any are in conflict with the new Prison Administration Proclamations No. 1174/2019 and to come up with a recommendation with possible reform ideas on the laws. The assessment will take place in selected prisons in Amhara and Oromia which are Bahir Dar, Gonder and Debre Markos prisons for the Amhara and Ciro, Asella, and Daletti (Oromia special zone) prisons for the Oromia Region.
- Present the assessment reports in a workshop which will be organized by CJ
Level of Efforts
- The proposed Level of Efforts for this assignment is up to a maximum of 48 working days .
Location and Period of Assignment
- The consultants will work with the CJ team in Addis with traveling to the regions. The estimated period of assignment is from May 15, 2022 to July 15, 2022.
Job Requirements
Qualification and Experience of Consultant
Functional Competencies:
- Expert knowledge of international, African, and national human rights system;
- In-depth understanding of criminal law, criminal justice administration and relevant Federal Prisons Proclamation
- In-depth understanding of the Ethiopian legal system and international/regional legal frameworks
- Sizable experience in conducting research and developing work documents;
- Good communication and presentation skills;
- Good assessment and analytical skills;
- Be a team player and ability to work/liaise with various counterparts.
Core Competencies:
- Ability to produce high quality output in a timely manner while understanding and anticipating the evolving client needs;
- Ability to work independently, produce high quality outputs;
Education and Experience
- A first degree in law and Masters’ degree or above in human rights or related fields
- Ten years of increasingly responsible professional experience in the substantive area.
- Extensive relevant experience in research, training and policy-level analysis
