Position: Programme Officer – Ethiopia Programme

Duration: Until December 31, 2022, with possibility of extension depending on performance and availability of funding.

Location: Addis Ababa, Ethiopia

Reports to Ethiopia Country Manager

Start date: As soon as possible

LPI Background

Founded in 1985, Life & Peace Institute (LPI) is an international center based in Uppsala, Sweden, that supports and promotes nonviolent approaches to conflict transformation through a combination of research and action. In the Horn of Africa and Great Lakes regions, much of LPI’s work is carried out through engagement with, and support to, civil society and academic institutions, building strategic partnerships with national, regional, and international organisations and networks.

LPI has supported peace work in Ethiopia since 1991. Through partnerships with traditional leaders, NGOs and faith-based institutions, several locally driven peacebuilding initiatives have been supported over the years. LPI operates within a strategic plan that lays out the Institute’s three Strategic Priorities (SPs): SP1. Civil Society support for inclusive engagement for peace, SP2. Policy engagement and awareness raising, SP3. Knowledge and Learning. 

We are looking for a highly motivated and qualified Programme Officer with comprehensive experience in implementing, and passion for, peacebuilding and conflict transformation programmes in Ethiopia.

Position summary

The Programme Officer (PO) is based in Addis Ababa with occasional travel to programme implementation locations. The PO will be a team member of the LPI Ethiopia Country Programme, with a special focus on dialogue-related activities and will assist in the implementation of the Ethiopia Programme by contributing to the effective and timely design, planning, monitoring, evaluation and reporting.

As part of the LPI’s Ethiopia Programme Team, the PO will be responsible for the following:

  • Cooperates closely with the programme team on programme cycle management including designing, planning, implementation, monitoring, reporting and evaluation as well as information and administration systems.
  • Supports the implementation of the programme activities in collaboration with implementing partners and the target communities and assists the documentation and dissemination of outcomes and learning.
  • Coordinates with project and institutional partners for continued update on field activities, challenges and results.
  • Develops, plans, and organises programme-related workshops, trainings, and events.
  • Provides technical input for the implementation and documentation of activities directly within her/his technical expertise. Technical input includes (the list is not exhaustive) drafting/editing/proof reading of technical and policy material, studies or part of studies, partner institutional assessments, collection and synthesis of background information, stakeholders and institutional mapping and analysis, etc.
  •  Prepares periodic reports of assigned projects and project activity lines, also as contributions to the organisation’s annual reporting. Reviews project reports and provide constructive feedback to the local partner and accompany activities as appropriate.
  • Supports LPI’s M&E Advisor for keeping documentation in a systematic manner (as per MEL plan).
  • Works with the team on adaptive programming and timely monitor changes of the operational context.
  • In collaboration with the Communications Advisor, assists the team in documenting best practices, editing and preparing relevant situation/activities updates, fact sheets, publications, presentations and other information materials.
  •  Supports the development of new programmatic opportunities and project proposals and initiatives within the area of responsibility.
  • Provides updates to the Country Manager on the overall implementation of the relevant projects and activities.
  • Adheres to and models LPI’s values and key programme principles that includes gender mainstreaming, conflict sensitivity and do no harm programming.
  •  Undertakes other tasks as assigned by her/his supervisor.

Working relationships within the organization

  • Supervisory: None
  • Reports to: Country Manager
  • Internal: Closely collaborate with the Programme Manager, and other Programme Team members including the Country Manager, and HR & Admin and Finance departments.
  • External: Partner organisations, donors, other NGOs.

Job Requirements

Required Qualifications

Education and Experience

  • Master’s degree in Peace/Conflict Studies, Political Science, Social Sciences, International Development, or related fields.
  • Minimum of five years of relevant work experience in implementing peacebuilding and conflict transformation and/or similar programmes.
  • Knowledge and experience in action research, peace and conflict research, conflict analysis, policy advocacy and in peacebuilding programming.
  • Experience in facilitating peacebuilding related workshops and experience in facilitating dialogues considered as an asset.
  • Experience in research methodology and data analysis, report writing and presentation abilities.
  •  Able and committed to working with and developing the capacity of local partners organisations/ National NGOs.
  • Willingness and ability to travel to programme sites. Experience working in remote and rural locations is considered an asset.
  • Ability and willingness to perform assigned tasks and duties under time pressure.
  • Excellent computer skills including working on office 365 tools.
  • Openness to change and ability to receive/integrate feedback.
  • Willingness to work with flexible working hours and under pressure to meet strict deadlines.

Other skills: Strong interpersonal skills; ability to work in a team in a sensitive multicultural and multi-ethnic environment and to respect diversity; proven ability to develop and maintain good relations with colleagues and local partners; ability to develop personal and professional knowledge.

Required Nationality and Language

  • Ethiopian nationality.
  • Fluency in written and spoken English and Amharic. Knowledge of Afan Oromo and other local languages would be a strong asset.

Working Conditions

Normal office environment. Requires travel to programme implementation locations.
