This is an Invitation to collect a Tender document for consultancy service to conduct a baseline survey.
Organization Background:
The Ethiopian Civil Society Organizations Council (ECSOC) has been established in line with article 85 of the new CSOs Proclamation No. 1113/2019 which allows for the establishment of the council that will be governed by the full participation of all CSOs in Ethiopia. ECSOC held its founding and first General Assembly meeting on December 31, 2020 and democratically elected its first Executive Committee (EXCOM) consisting of 21 members. ECSOC is the apex body legally representing over 3,600 civil society organizations, consortia and associations in Ethiopia. ECSOC operates as a wholly independent institution with a mandate of enacting the Code of Conduct for the sector and devising enforcement mechanisms, advising the Authority for Civil Society Organizations (ACSO) on the registration and administration and representing and coordinating the civil society sector. ECSOC mission is “to lead and guide an independent CSO sector in its engagements with the people of Ethiopia” with a vision to see “a vibrant, credible and influential civil society sector advocating for and protecting the rights and dignity of citizens”.

Objectives of the action
Overall objective/impact: To contribute to the realization of a proactive, credible, and vibrant Civil Society sector that assumes a central role in the political, economic and social transformation of the country
Specific objectives/outcomes:
Objective of the Assignment
The purpose of the baseline data is to provide a benchmark from which to measure progress of the SUCCESS project, monitor and assess the effectiveness of the project delivery against targets. It also includes mapping of ECSOC project/programmes having similar content to offer information on similar initiatives. Thus, this survey will attempt to provide the current status of the indicators in the results framework and facilitate monitoring of progress towards meeting project/programme objectives:
· Identify current status of ECSOC
· Identify project indicators
· Design specific tools for baseline data collection in all the project area
· Analyze the data as per results and indicators.
· Compile and submit a comprehensive baseline report
Documents to be submitted by the consultancy firm/individual
The consultant/firm shall submit an application with the following documents;
A. Technical and financial proposal
· Technical proposal: A concept note including the approach, methodology and work plan, flowchart and timeline of activities (maximum 4 pages).
· CV of proposed team
· Financial proposal: Detailed budget breakdown including taxes.
B. Detail of the organization/firm
· Organization profile with relevant experiences
· A copy of company/firm registration
· A copy of Tax clearance certificate
· VAT/PAN registration
· Audit report (latest year)
· Any other relevant documents

Consultants are required to carefully read through the Term of Reference (ToR) document
