TEAM PURPOSE:

The team is responsible for the strategic development and management of the country’s Humanitarian Response and Resilience Building program.

Supports Oxfam’s impact locally, regionally, continentally, and globally through ensuring Humanitarian Response and Resilience Building program alignment to the key strategic objectives and program standards. Provides strategic leadership and support to resource mobilization efforts.

Ensure that the Humanitarian Response and Resilience Building programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Strategy. Ensures that the promotion of women’s rights is at the heart of all Oxfam in Ethiopia’s program work.

JOB PURPOSE:

The consortium project coordinator is responsible for the overall implementation of the existing consortium-based ECHO funded refugee and IDP emergency response project (WASH, Protection, and Health) in the Gambella & Tigray region of Ethiopia facilitating high-level planning, coordination, and management of the Consortium partner enabling it to deliver successful results of the ECHO Action. Besides, the coordinator is responsible for leading the design, implementation, management, and coordination of effective and appropriate upcoming ECHO-funded projects. This includes country humanitarian strategic management, representation, coordination, programme management, advocacy, and programme support at senior levels.

Key Responsibilities and Accountabilities

  • Overall responsible for the coordination and management of ECHO-funded consortium response project, including management of partnership with consortium partners.
  • Ensure consortium level coordination platforms actively function such as Steering Committee (SC), Project Management Units (PMU), and Technical Working Groups (TWGs); Organize and facilitate regular meetings of coordination platforms, a document agreed action, and follow up.
  • Work closely with consortium MEAL coordinator and Oxfam and HI MEAL colleagues to regularly review consortium as well as partner-level activity progress versus plan and suggest necessary actions to concerned PMs and follow up.
  • Undertake regular monitoring of the project progress and provide prompt feedback to ensure consistent and quality implementation; Monitoring will include but not be limited to desk review of progress reports, joint monitoring visits at field locations, meetings with senior management of consortium members both at field and country office level, etc.
  • Work closely with consortium finance coordinator and Oxfam and HI finance and funding colleagues to regularly review consortium as well as partner-level BVAs (Budget Vs Actuals) and suggest necessary actions to concerned PMs and follow up.
  • Prepare monthly and quarterly cumulative progress reports including an update on context and operating environment in brief and share with all concerned.
  • Regularly monitor adherence to donor compliances, proactively identify potential challenges and risks to meet donor compliances, and ensure timely actions in collaboration with respective PMs of consortium members’ and Oxfam’s global ECHO lead at the HQ level.
  • Follow up and ensure timely delivery of communication and visibility requirements as agreed in the donor contract.
  • Co-lead (with Oxfam’s grant manager) on communication with ECHO including formal and informal meetings with concerned ECHO colleagues at the Addis level.
  • Coordinate project modification requests (if required) in collaboration with Oxfam’s funding team.
  • Undertake regular communication with Oxfam’s global ECHO lead at the HQ level to update on project progress and seek need-based support.
  • Ensure that implementation adheres to humanitarian international standards and approaches (such as but not limited to, Core Humanitarian Standards, Humanitarian Accountability Partnership International (HAP-I) Benchmarks, SPHERE.
  • In collaboration with the MEAL team of consortium members, lead and coordinate external project end evaluation of the project – This will involve finalization of ToR agreed with consortium members and ECHO, procurement of consultancy services, coordination of actual evaluation exercise, validation, and conclusion.
  • Lead compilation of high quality and concise project interim and final donor report – This will involve timely finalization of report writing work plan, close collaboration with concerned colleagues (Programme, MEAL, finance, and funding) from consortium members, Oxfam’s global ECHO lead at HQ level and ECHO country office;
  • Lead compilation of at least one high-quality document capturing good practices and learning at the consortium level focusing on both programmatic aspects as well as governance of the consortium.
  • Provide strategic advice and co-lead (with Oxfam’s grants manager) the development of a high-quality proposal for ECHO HIP
  • Undertake other responsibilities as assigned by the line manager.

Experience, Knowledge & Competencies

Essential:

  • Degree or higher with equivalent work experience from a recognized University/college in WASH, Development, or any other related area that can bring added value to the job
  • A minimum of 7-10 years’ extensive experience in managing grants in a humanitarian context out of which at least 5 years should be supervisory/team leader/managerial experience
  • Good understanding of WASH and EFSVL programming in refugee response programming
  • Experience leading strategy development and implementation monitoring in collaboration with staff
  • Proven experience in coordination in an international non-governmental organization.
  • Experience in management/supervisory responsibilities, including good training and coaching skills and a willingness to support the development of others
  • Well-developed interpersonal & team skills and proven ability to be flexible in demanding situations.
  • Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions
  • Prior experience training/accompanying/learning in the field.
  • Strong budget and personnel management skills
  • Proven computer literacy and analytical skills

Experience of ECHO contracts Desirable

  • Experience in working effectively within a large international agency including, in a refugee response setting, previous experience with ECHO & UNHCR projects would be an added advantage
  • Research background and knowledge of statistical packages (SPSS or STATA)
  • Good understanding of WASH and EFSVL programming in refugee response programming  
  • Prior experience training/accompanying/learning in the field.
  • Experience leading strategy development and implementation monitoring in collaboration with staff
  • Proven ability to synthesize and detail information from a variety of sources, to draw lessons from project documentation
  • An applicant with knowledge of the local language is preferable.
