Job Description

The purpose of the Monitoring, Evaluation & Learning Advisor position is to design and assure implementation of a consistent monitoring and evaluation system, generation of quality data, and regular maintenance of the project database .

The M&E Advisor will also assist the regional project technical team and work closely with the country office QI and MNH advisors and the management in the implementation and maintenance of an effective monitoring and evaluation system. S/he is responsible for ensuring the availability and quality of project data for reports, plans, and regular monitoring and evaluation activities, including report writing that will be submitted to the donor.

Specific Functions and Responsibilities:

  • Responsible for the development of appropriate monitoring and evaluation system including design of data collection and monitoring tools for the project based on the project priority data needs and establish a database
  • Involve in the development of project annual work plans, detailed implementation plans and monitoring of project activities including developing/facilitating strategies for the key interventions
  • Build capacity of the data management officer, country office and regional team responsible for data collection to quickly access data on their own as appropriate
  • Ensure the proper maintenance of project database, providing on-line access to data as appropriate;
  • Work closely with the data management officer, Senior Emory Atlanta, country office and regional technical team to ensure that data on programmatic indicators within the regions is properly collected, compiled, analyzed and shared/disseminated
  • Establish database & closely work with regional health bureaus to access DHIS2 data and regularly update the routine data collected and make comparison against DHIS2
  • Actively participate in baseline, end line and other operational studies including training of data collectors, supervision of data collection and entry, data analysis and reporting
  • Ensure the recording, collection, compilation, analysis and production of data is to an appropriate standard and disseminate to regional and central project staff to ensure data driven decision making and monitoring of project performance;
  • Closely support the data management officer and supervise the electronic data capture system for project interventions process monitoring and observational and outcome data at the field level;
  • Ensure the quality of data collection process as well as reports (timeliness, completeness, accuracy and consistency)
  • Analyze qualitative and quantitative data and lead the quarterly and annual technical report writing
  • Assists in identifying, documenting, disseminating best practices in the project;
  • Maintain reporting formats and updated programmatic indicators in line with donor and primary grantee requirements and standards;
  • Compile monthly, quarterly and annual summary reports of all M&E activities;
  • Participate in the documentation and dissemination of lessons learned and best practice;
  • Carry out other duties and assignments by the supervisor

Job Requirement

  • Master’s degree in medical informatics/public health/statistics/demography or other related social science fields;
  • 4-5 years of work experience in monitoring and evaluation and working in the areas of public health
  • Computer proficiency in MS Office applications and in statistical software (such as STATA, SPSS, Epi info and others) to enter. clean and analyze data;
  • Evidence of strong skills in developing data collection instruments;
  • Evidence of strong skills in database management, data analysis, knowledge management, and/or training facilitation;
  • Highly organized and with strong planning, communication, presentation and analytical skills;
  • Strong work ethic, strong written and verbal communication skills in English.
  • Knowing local language is an added advantage

Working Conditions and Level of Travel Required

Level of Travel:  regularly travel to the regional offices and field sites

Duty station: Addis Ababa
