Background:
The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.
Summary statement of duties and accountabilities:
Under the direct supervision of the Field Coordinator in Jigjiga and Technical supervision of the Deputy Director for HR or/and HR Coordinator based at Addis, the HR/Admin Manager will be the responsible person for the field HR/Admin department with all the functions carried out by the department including talent management, employment contracts management, follow up on employment contract extension, staff development, THE IRC Way, performance management, on boarding, staff grievance handling, benefits administration, payments for temporary staff and hotel hall and refreshment services, booking and air ticket payments, timely payroll submissions on HRMIS and follow up of uploaded Staff Timesheets, timely submission of pension payments as well as all Insurance related issues including medical, accident, etc.
He/she will work closely with all departments in the field office and with the Addis HR/Admin unit. The HR/Admin Manager participates in maintaining and reviewing all administrative and human resource systems and procedures. He/she will ensure uniform compliance with policies and procedures at the field site and provides technical support to the field office and the team. The post holder supervises the field HR Officers and provides technical support for them.
The position holder will be based in Jigjiga but expected to oversee all HR/admin functions in both Jigjiga and Melkadida field offices.
