Job Title: Senior Emergency Response Consortium Manager

Background:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing coordinated, community-managed programs aimed at improving the quality of lives and recovery of livelihood of the disaster-affected population, including host communities, through promoting individual participation, strengthening institutions, and emergency response.

Scope:

The Senior Emergency Response Consortium Manager (ERCM) will support emergency consortium projects lead by IRC, including the ECHO funded Emergency Response Mechanism. RRM, IRISH AID and other grants. The Senior ERCM will serve as the ERR Teams focal point with Cluster and Custer Coordinators to ensure IRC is fully aware of planning, emergency responses and discussions on going within the individual clusters and that they are kept informed of IRC ERR Teams relative activities. The Senior ERCM will coordinate on with non-IRC managed Emergency Response Mechanizes, to ensure that where appropriate ERR activities are harmonized with other relevant Emergency Response Mechanizes. The Senior ERCM reports to the Emergency Response Coordinator but work closely with other members of the ERR Team, other relevant sector heads, Finance, Supply chain, Grant units and the Partnership Unit.  

Major/key responsibilities:

Coordination:

  • Coordination with Cluster Coordinators to ensure IRC is aware of developments related to the clusters, including response planning, upcoming funding opportunities and technical and operational discussions, and that they are kept informed of IRC ERR Teams relative activities.
  • Liaise with IRC technical coordinators (TCs), program and operational, to ensure consistent messaging to clusters and that TCs receive timely information of developments in the relevant clusters.
  • Coordination with non-IRC Emergency Respond Mechanisms to ensure that where appropriate IRC’s ERR activities are harmonized with other relevant Emergency Response Mechanizes.
  • Represent IRC at cluster coordination meetings and other relevant coordination forums with NGOs, UN agencies, government stakeholders.
  • Share information from clusters to IRC and IRC to clusters that include 4W’s and 5 W’s matrixes and any response updates. 

Partnerships:

  • Through engagement with clusters, support the Partnership Unit to identify potencies partners with technical capacity and geographical coverall that complement’s IRC response priorities.
  • Support the Partnership Unit conduct vetting of potential partners.
  • Assist in tracking and reviewing of consortium members, in receipt of sub grants, interventions project delivery and burn rate against project targets and budgets.
  • Assist the ERR Coordinator to ensure timely corrective action taken by partners/consortium members when required.

Review consortium/sub-grant Reports and Proposals

  • Assist the ERR coordinator to review proposals and reports from partners wherever needed during emergency declaration in Ethiopia.
  • Assist in the review partners reports from sub grants including review of ERR interventions tracking data sheets.
  • Assist in the development of proposals and budgets for future emergency responses by the IRC Ethiopia.
  • Assist in the review of proposals from partners and by the IRC for direct interventions are as per the requirement and standard. 

Ensure quality of programming and accountabilities through Monitoring and Evaluation

  • Compile and make ready all sub grants and IRC direct interventions data base and share ERR coordinator every month.
  • Participate and assist in the monitoring of sub granted intervention projects, working with technical leads
  • Promote harmonization of approaches and methodologies across all consortium partners and implementation of them.
  • Be responsible for and supervises the work of consortium and implementing partners, ensuring that technical quality and standards are considered and respected during the project implementation.
  • Ensure a macro-level view of consortium activities to advise on, and flag any issues with program quality, in coordination with Partnership Unit, Emergency Coordinator and Technical leads 
  • Track all Implementing Partners (subgrants) and IRC direct intervention, ensuring Monitoring visits take place as well as work with the Partnership Unit to ensure spending on

Other:

The ERCM shall take any additional responsibilities as requested by his/her supervisor, ERR Coordinator, and CD including below but not limited to them.

Job Requirements

  • BSc/BA or MA/MSc in related field of studies from a recognized University.
  • Technical or administrative skills requiring intermediate knowledge of procedures and systems to perform the requirements of the job.
  • 4 years of relevant experience with the first degree.
  • 3 years of relevant experience plus post graduate degree.
  • NGO experience is a plus
  • Previous coordination experience either external or internal within your agency.  
  • Knowledge and understanding of current contexts and proven management of emergencies projects.
  • Excellent written and oral communication and interpersonal skills.
  • Good proposal and report writing skills
  • Strong communication, networking, and representation skills.
  • Self-motivated, honest, and highly responsible.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Have excellent skill on coordination and integration with external stakeholder’s 
  • Good command of both spoken and written English.
