Job Description

Job Title: HR Manager

Job Summary

The HRM head has to carry out maters of HR planning, recruitment and selection, training and development, performance management, employee compensation and benefits, safety and health, discipline, grievance procedure, and separation. S/he provides comprehensive guidance on all HR matters towards creating a top-performing, loyal, and satisfied workforce.

Key Responsibilities and KPIs

  •  Administers HR policies, practices, and procedures, and manages compliance with legal laws and/or regulations as regards recruitment.
  • Administers HR planning, recruitment, selection, training and development, performance review, discipline, safety and health, employee relation, grievance handling, and separation processes in accordance with HGCA’S HR policies and government regulations.
  • Manages the recruitment and selection activities for academic and administrative staff.
  • Administers staff audits, identifies gaps and proposes staffing levels for the organization.
  • Coordinates the drafting of job advertisements for vacant jobs, screening applications, shortlisting and interviewing and selecting candidates.
  • Leads the review of departmental recruitment requests to ensure all recruitment is conducted against the HGCA’s staff establishment.
  • Administers up-to-date and accurate staff records and filing system; personnel policies and procedures; and lists of jobs and vacancies within the organization to be able to identify staffing needs.
  • Provides advice to line managers on best practices in all aspects of employment, including Ethiopian Labor Laws, policies and legislation.
  • Manages all vacancies internally through in-house magazines, the intranet, and notice boards; drafts copy for external advertisements; decides appropriate media for external advertisements and negotiate advertising space with selected media.
  • Administers the maintenance of regular contact with external advertising and recruitment agencies to support the recruitment process.
  • Assure all staff members receive JD and signed a contractual agreement. Assure also centralized JD contract database is created for follow up and control
  • Administers and enforces the health and safety policies of the Association
  • Administers disciplinary investigations, hearings, appeals and grievances.
  • Administers employment contracts.
  • Handles of disciplinary investigations, hearings, appeals and grievances.
  • Coordinates performance evaluation is conducted on regular basis.
  • Coordinates employee compensation, benefits and services programs and activities, employee recognition activities, exit interviews, and authorized leaves by assuring timely submittal of documents.
  • Performs any other tasks as required by supervisor.

Job Requirements

Qualifications

  • At least Master’s Degree, in Human Resource Management, Management, Business Administration or MBA or related fields.

Experience

  •  A minimum of 10 Years of experience in HR or administrative management preferably in Educational Institutions.
