The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Restoring Family Link Field Officer 3 based in Addis Ababa.
GENERAL DUTIES
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
- Understands and adheres to the ICRC Code of Conduct
- Understands the roles of the components of the International Red Cross and Red Crescent Movement
- Respects and observes staff regulations and security rules at all times
- Represents the ICRC in a professional manner at all times
- Fosters a constructive working environment (multidisciplinary approach, good team dynamics) among team members, with line manager and with other teams.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
The RFL Field Officer 3 is responsible for ensuring the RFL caseload in Ethiopia is adequately managed and followed-up on. S/he supervises the RFL Field Officers in charge of case management based in Addis Ababa and provides them with the guidance and technical support needed to successfully implement their activities. The RFL Field Officer 3 autonomously manages his/her team and also provides support to the Tracing Office and the Protection Department as required.
Management and follow-up of RFL needs, services, and caseloads (90%)
- Supervises, trains, and coaches the three RFL FOs and STM Manager based in Addis Ababa
- Ensures that RFL guidelines, procedures, and workflows are understood and properly applied by the ADD Tracing team. S/he also contributes to updating said documents.
- Monitors the RFL caseloads/service delivery and ensures their constant follow-up, as per established guidelines
- Is responsible for managing the ADD Tracing team’s field activities (field trip plans, etc.) and ensures that reports, follow-ups, etc. are adequately documented and shared
- Carries out RFL needs assessments autonomously when required and proposes/implements adequate responses, always in coordination with the line manager
- Collects, compiles and translates or interprets RFL-related information, and prepares written reports.
- Supervises and finalizes the contributions of the RFL FOs for the design and implementation of multidisciplinary projects in the delegation (ex. BBC form, Snapshot program, Trace the Face or any other relevant initiative)
- Is AAP Focal point, meaning, s/he follows up on CCC cases and liaises with the AAP Delegate and the CCC to ensure that feedback on RFL services is routinely considered and integrated into activities
- Contributes to the development and implementation of the PFL strategy of the delegation
- Delivers briefings and provides technical support to staff involved in RFL activities
- Designs RFL trainings (incl. “in-house”) and provides them to staff involved in RFL activities
- Develops and maintains contact with municipal/regional authorities, local/regional National Society branches, the local population and suppliers in line with the activities under his/her supervision
- Is responsible for the collection and updating of the monthly Protection Office Figures and centralizing those of the RFL Team based in ADD
- Participates in internal and external meetings with autonomy
Other Tracing activities and support to the Protection Department (10%)
- In coordination with the line manager, may be requested to act as focal point for/carry out activities in priority areas for the Tracing Office or Protection Department, i.e. Missing, Migration, etc. in addition to the abovementioned responsibilities
- Is responsible for the management of the RFL Hotline, including follow-up as per established guidelines/workflows
- Receives and interviews (autonomously or in collaboration with concerned colleagues) beneficiaries in need of a travel document, analyses their case according to ICRC procedures and criteria and in collaboration with the Deputy Protection Coordinator for PFL and DATA Department, prepares and issue travel documents in accordance with established workflows and guidelines
- May provide support in NS capacity-building efforts (PFL COOP), i.e. by designing tools, providing trainings, supporting dialogue/negotiations at HQ-level, etc.
- Translates documents (from English to local language/s) as needed
- Acts as an interpreter in meetings when necessary
- Replaces the STM manager and ensures his/her functions during absences/vacation
- Replaces or supports the Deputy ProtCo for PFL and/or other field officers in their absence
- Is aware of the delegation’s overall Protection’s priorities (i.e. PCP, DET, etc.) and relays relevant information to concerned colleagues within the department accordingly
- May be called to assume other PFL responsibilities not currently listed in this document
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
- Takes responsibility for their own professional learning and development
- Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues
- Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities
- Participates actively in meetings
- Contribute to the planning, budgeting and monitoring of RFL activities (mid-term reviews, MfR/PfR)
PEOPLE MANAGEMENT RESPONSIBILITIES
- Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
- Makes sure that deadlines for the PMD cycle are met
- Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
- Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
- Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
- Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
- Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities
Job Requirements
Certifications / Education required
- University degree in social sciences, social work, communication or related areas
- Excellent command of English (knowledge of local languages a strong asset)
- Computer proficiency
Professional Experience required
- 4-6 years’ professional experience overall.
- 2–3 years’ ICRC experience in the field of RFL or similar experience with other international organizations is a strong asset
- Proven experience in leading and managing protection activities or projects and teams
Competencies / Skills
- Able to work in multicultural environments
- Great analytical and communication skills
- Strong sense of organization and autonomy
