Terms of Reference (ToR)

SCOPE OF WORK: 

Expectations of the consultant are outlined broadly in this agreement. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field.

Activities enumerated below are to be undertaken in Northwest Tigray and North Gondar (Amhara) regions of Ethiopia, from 01 June 2022 up to 15th June 2022, with possibility of extension. The consultant will report directly to Medical Teams Ethiopia MEAL Manager, who will provide survey specific guidance.

The consultant will serve in the role of Survey Consultant for a total of 15 days. The consultant will be flexible, able to manage time; and be prepared to tackle other tasks commensurate with role, and level of experience, on short notice.

BACKGROUND:

Medical Teams International was registered in Ethiopia with the Agency for Civil Society Organizations (ASCO) on 1st June 2021, as a Foreign Organization, registry number 5635 and in accordance with the Civil Society Organization Proclamation No. 1113/2019. MTI focuses on rebuilding and supporting the local health structure in Ethiopia which has been damaged and degraded in the course of the conflict. In June of 2021 MTI began providing technical and managerial support to the Regional Health Bureau (RHB) primary health care centres in the Northwest zone of Tigray through the health system strengthening (HSS) approach with funding from WHO and MTI internal funds. In HSS MTI provides health facility rehabilitation, staff training, provision of patient cards/forms/medical records, provision of critical stock out medications and supplies, and financial support for critical facility operations. Through funding from ECHO, MTI operates a Mobile Health and Nutrition Team (MHNT) in the Northwest zone that delivers essential PHC services to Hibret, Dehab Tesfaye and Selekleka IDP sites in Shire with integrated sexual and reproductive health (SRH), nutrition and MHPSS. In Tigray MTI serves a catchment population of 63,000 with the MHNT and conducts approximately 850 consultations per week. In February of 2022, MTI opened a second field office in Debark, North Gondar Zone, Amhara Region and began HSS activities at Zarima health center and direct health services through a MHNT in Zarima Primary School IDP site. In Amhara region MTI serves a catchment population of 7,328 with the MHNT and conducts approximately 350 consultations per week.

PURPOSE:

Medical Teams is conducting a KPC survey to establish a baseline for community well-being; prevalence of communicable and non-communicable diseases; vaccine coverage; maternal and child health knowledge and health seeking behaviors; uptake of and attitude towards family planning; infant and young child feeding practices including exclusive breastfeeding; knowledge of key hygiene practices to prevent communicable diseases. 

OBJECTIVES:

  • To determine prevalence of diarrhea and ARI among children under 2.
  • To determine non-communicable disease prevalence
  • To estimate coverage of vaccination among children 12-23 months
  • To establish a baseline of knowledge of antenatal/postnatal/newborn danger signs, family planning, infant and young child feeding practices, hygiene practices, mental health, and non-communicable disease prevention.
  • To establish a baseline on attitudes on:
  • Family planning
  • Mental health
  • Intimate partner violence
  • To establish a baseline of practice among respondents for:
  • Health seeking behaviour of caregivers of children under 5
  • Quality of care in health facilities for children under 5
  • To estimate health seeking behaviour of women for family planning and SGBV services

 METHODOLOGY & TOOLS

Sampling frame will developed by consultant based on the household numbers and community information. . Enumerators will be recruited locally and will work in pairs with a health extension worker acting as translator. Data entry will be digital, using phone-based Kobo Collect forms which are uploaded daily. Data checking and cleaning will be carried out in parallel with collection. 

SPECIFIC ACTIVITIES:

Survey Planning

  • Advise on minimum requirements for enumerators to be recruited for the survey.
  • Adhere to the survey timeframe and coordinate with field teams on recruitment and logistics plans including household list collection and communication with the communities.
  • Develop and share materials for enumerator and supervisor training in time for review before field deployment. 

Training

  • Conduct enumerators’ training including field practice (pre-test) and competency review.
  • Share test results with Monitoring, Evaluation, Accountability and Learning (MEAL) Manager before implementing the survey

Data Collection

  • Guide team to select respondents according to the sampling methodology.
  • Ensure quality of data through close supervision during data collection.
  • Supervise and support data cleaning. Follow up to ensure identified anomalies are addressed

DELIVERABLES:

  • Selected IDP site mapping document for the data collection, with final check by MEAL Manager.
  • Enumerator training presentation detailing operational definition of terms, special cases and standardized data collection procedures.
  • Raw data set in Excel with the agreed upon number of completed interviews per the sampling methodology

CONSULTANT RESPONSIBILITIES:

  • reasonable means public transport, second-class travel and taxis only if no other options or if late at night).
  • Provide their own medical insurance and obtain the necessary vaccinations before the start of the consultancy (not reimbursable by Medical Teams). 
  • To arrange in-country accommodation (costs reimbursed by Medical Teams up to $50/night)
  • To advance payment of business expenses (costs reimbursed by Medical Teams with receipts)
  • The consultant/s shall be responsible for his/her income tax and/or insurance during the assignment. 
  • Comply with Medical Teams Ethiopia security plan and recommendations on dress and behavior. 
  • Comply with Medical Teams’ PSEA, Code of Conduct, Conflict of Interest, and Child Protection policies.
  • Provide laptop, software, or any other relevant equipment for personal use and report writing (not chargeable to or reimbursable by Medical Teams). 
  • Fulfil the above deliverables as listed within the timeframe stated.

MEDICAL TEAMS’ RESPONSIBILITIES

  • Develop and finalize survey instrument in Kobo.
  • Definition of sampling methodology and sample size.
  • Arrangement of travel to and from North Gondar and Northwest Tigray, to and from the different survey locations, and booking payment of accommodation while the consultant is in transit if required.
  • Facilitate transport within Ethiopia.
  • Arrange and cover the costs of in-country work authorizations.
  • Provide food and accommodation in Ethiopia.
  • Provide translators for consultant as needed.
  • Provide staff for data collection.
  • Provide working facilities which will be as secure as is practical in the circumstances. Working facilities in some locations will be very basic.
  • Reimburse reasonable expenses with valid receipts.

INVOICING

The Consultant may invoice for the full rate for any day in which s/he works 8 or more hours but can earn no more than the daily rate for a given calendar day. Medical Teams does not provide overtime or compensatory time to consultants. Medical Teams cannot compensate consultants for leave of any kind. Compensation for less than 8-hours of work on a given day may be billed in two-hour (quarter of the day) increments. For consultancies of limited duration (e.g., one month or less) the daily rate can be paid for unlimited consecutive days of work, including weekends. Consecutive days in excess of five (the standard work week) may be paid occasionally as the exception during longer-term consultancies, when weekend work is required. Generally, long-term consultants are expected to take regular days off and should offset weekend work days with time off during subsequent weekdays.

 Time spent in direct air transit to or from the field may be compensated as follows, considering “door–to-door” (home to field lodging or office) travel time:

  •  8–24 hours: Paid for 1 day
  • 24–48 hours: Paid for 2 days
  • 48–72 hours: Paid for 3 days

Extra time spent en route (e.g., holiday, voluntary or extended layovers, including the optional day-long layover en-route for itineraries of 8 hours or more) cannot be billed.

Duration: 1st June to 15th June 2022.

Job Requirements

EXPERTISE REQUIRED

  • Minimum of a Graduate degree in: Public Health, Epidemiology, Monitoring and Evaluation, Statistics, Project Management or Community Development Studies with proven experience in quantitative household survey data collection and analysis.
  • Demonstrated experience conducting KAP and/or KPC Surveys.
  • Experience collecting data with Kobo Collect.
  • Ability to train, guide and supervise a data collection team.
  • Ability to work independently.
  • Strong command of the English language. Knowledge of Amarinya and Tigrinya languages useful in data collection will be an added advantage.
