The Amhara National Regional State Reconstruction and Rehabilitation Fund for People in Conflict Affected Area (ARRF):

Background

Amhara region has seen unprecedented thread of political, socioeconomic, and natural events since 2018. The historic political transition has been accompanied by several violence, COVID-19, locust swarm, and the recent political conflict in the Northern Ethiopia. These incidents are marked by loss of so many lives, large scale displacement, psychological distress, weakened economy and the reign of insecurity. The consequence of the recent conflict, however, has devastated the region with overwhelming destruction of health, education, water, roads, power, telecommunication, tourism, investment, industrial and agricultural facilities. The region has also absorbed influx of IDPs and experienced intense destabilization of livelihoods in and nearby the conflict affected areas. Thus, the situation is feared to throw the already struggling regional economy into deep crises and its people into extreme poverty.

The mitigation of this looming threat urgently needs the reconstruction of basic private and public infrastructures and the rehabilitation and restoration of normal livelihood schemes. In view of that, the regional government has recently adopted a regulation that provides for the establishment of a rehabilitation and reconstruction fund office to lead the rehabilitation and reconstruction process. The office is mandated to carry out various activities as specified hereinunder with a view to realize the reconstruction, rehabilitation, and recovery of conflict affected areas.

Salaries for all the vacancies listed below are funded by the regional government development partners including UNDP, World Bank and BigWin Philanthropy.The ARRF fund office development expert is the one who change the fund office idea to proposal and make ready for the resource mobilizer as a priority tool. The proposal is the main document for the ARRF, it also serves as a guiding paper for war affected areas to be supported by potential partners.

Task Description:

  • Develop a brief analysis on the woreda level and kebele level affected zones damage by the war. The result of the analysis gives a clear guide line to prioritize ARRF areas.
  • Compile fund office ideas, which impact the war affected areas to be rehabilitated or reconstructed
  • Develop fund office concept notes based on the preliminary data compiled by the regional government and analyzed by the team.
  • Share the fund office concept notes with the resource mobilization individuals to use it as a prior communication tool with the developmental partners and humanitarian organizations or develop other resource mobilization tools based on the concept notes
  • Organize fund office proposal development team from all necessary team, use resources and information’s the proposal required.
  • Organize and Manage team in the proposal development, integrate ideas, feedback and logical approaches from the team and integrate it in to the proposal.
  • Work closely with the team leader and other ARRF teams to contribute for the fund office implementation, evaluation and resource mobilization processes
  • Involve in the overall ARRF annual planning
  • Support in different ad-hoc assignments 

Competencies

  • Understand the grant and fund proposal structure for major funders
  • Team player: work with different team components inside the fund office and sector bureaus
  • Ability in using funders platforms, to submit proposals online
  • Creative thinking in integrating the targeted communities’ problem with granters and funders mission
  • Presenting, creating awareness about the ARRF for different partners
  • Costing and budgeting capacity, having an updated database for basic budget inputs
  • Designing and developing fund office models, it is preferable to have an ability to use Microsoft VISIO or other similar tools
  • Attention to detail, with the quality of the proposal language, terminologies, content and data
  • Strategic and analytical thinking, Results orientation/Commitment to excellence, Appropriate and transparent decision making.
  • Write more than one proposal at a time 

The Position is 1 year contract base, which has the possibility of renewal. 

Job Requirements

Required Skill and expertise

  • Master’s in economics or business administration or other related area
  • 5 years’ experience in local and international organizations, focused on proposal writing and grant management
  • Analytical, idea organizing, structuring, and researching skills
