Background

Amhara region has seen unprecedented thread of political, socioeconomic, and natural events since 2018. The historic political transition has been accompanied by several violence, COVID-19, locust swarm, and the recent political conflict in the Northern Ethiopia. These incidents are marked by loss of so many lives, large scale displacement, psychological distress, weakened economy and the reign of insecurity. The consequence of the recent conflict, however, has devastated the region with overwhelming destruction of health, education, water, roads, power, telecommunication, tourism, investment, industrial and agricultural facilities. The region has also absorbed influx of IDPs and experienced intense destabilization of livelihoods in and nearby the conflict affected areas. Thus, the situation is feared to throw the already struggling regional economy into deep crises and its people into extreme poverty.

The mitigation of this looming threat urgently needs the reconstruction of basic private and public infrastructures and the rehabilitation and restoration of normal livelihood schemes. In view of that, the regional government has recently adopted a regulation that provides for the establishment of a rehabilitation and reconstruction fund office to lead the rehabilitation and reconstruction process. The office is mandated to carry out various activities as specified hereinunder with a view to realize the reconstruction, rehabilitation, and recovery of conflict affected areas.

Salaries for all the vacancies listed below are funded by the regional government development partners including UNDP, World Bank and BigWin Philanthropy.

The ARRF Director is responsible for managing all funds and resources made available to ANRS to support the rehabilitation and reconstruction of war-affected areas under the regionally organized ARRF Committee.

Task description

  • Develop the ARRF Strategic plan for 5 years and initiate the plan for the administrative board
  • Organize the ARRF organizational plan and governing bylaws in collaboration with board members and other regional partner bureaus 
  • Participate in the recruitment process of the core fund office team,
  • Orientation and induction session for the newly recruited ARRF team members to give them a detailed insight into the fund office and its impact on the region.
  • Organize a planning team from the ARRF members, lead the planning process, and present the final annual plan to the Board for approval.
  • Develop a quarterly report for the board that addresses the annual plan and key challenges the board needs to address. Key impacts of ARRF will also be the focus of the report.
  • Develop and implement a web-based platform for the fund office to inform the public of ARRF status, key events, annual plan dashboard, and more.
  • Support and strategically collaborate on fund office proposal development and resource mobilization process.
  • Initiate new potential ideas for ARRF and facilitate them to be developed as a proposal by the resource mobilization team.
  • Introduce and negotiate with all humanitarian organizations and development partners and motivate them to focus their initiatives and programs on ARRF.
  • Play an oversight role in fund office operations and bilateral relations with strategic sector offices.
  • Create strong team-based motivation, empower the core team to engage in ARRF with energy and full professional commitment.

  • Ability to integrate different regional bureaus value and interest
  • High understanding of government regulations and bylaws
  • Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources, and multiple reporting relationships
  • Strong program or fund office planning, controlling, and monitoring skill
  • Creative and adaptive ability in using different electronic platforms for fund office purpose
  • Communication skill with different international and local partners with physical, Email, and other VOIP.
  • Resource integration skills, different partners involve in the ARRF and those needs to be managed in delivering their values and resources for specific common goals.
  • Strong decision making and risk management in all management aspect
  • Team motivation, empowerment, and leadership skill
  • Fund office’s integrations, manage more than one fund offices at a time
  • Strict time management on activities delivery and report 

Job Requirements

Required skills and experience:

  • Master’s degree from highly reputable university with developmental economics, sociology, management, or other related area.
  • At least 5 years direct developmental fund office management experience and 5 years any management experience in local and international organizations
  • Experience in developmental program/fund office management
  • Work experience with international developmental organizations in rehabilitation and reconstruction related area
  • High skill in using IT based fund office and management tools, strong understanding and working experience on Microsoft and IOS software systems.
  • High presentation and demonstration skill

Language Requirements:

  • Fluency in written and spoken Amharic and English
