In Ethiopia, Swiss Church Aid/ HEKS has programmes with focus on Natural Resources Management, WASH, Inclusive Markets for Smallholder Pastoralists and Farmers and Humanitarian Assistance for drought and conflict affected communities. The Ethiopia country office is recruiting a (M &E) Officer for its Borana field office. 

Purpose of the job

To lead effective MEAL activities of Hilfswerk der Evangelischen Kirchen Schweiz (HEKS) in Borana field office through development of M&E tools, timely data collection and analysis for learning, data storage, and quality reporting in line with impact and sustainability requirements of the community, government, donors and other relevant stakeholders. The M&E Officer will report to the Field Office Coordinator and closely work with HEKS technical team, project staff and partners

Swiss Church Aid/HEKS Ethiopia invites applicants for the position of Monitoring and Evaluation Officer for its project called ‘’ Integrated Emergency Response for drought affected people in three woredas of Borana zone, Ethiopia funded by BHA/USAID.

Duration of Employment Contract : Fixed term for nine (9) month

Key Responsibilities

The M&E Officer will be responsible to provide guidance and technical support to the project entitled ‘Integrated Emergency Response for drought affected people in three woredas of Borana zone, Ethiopia’ in planning, monitoring and evaluation processes and in materializing goals and objectives. The M&E Officer will be mostly responsible in supporting BHA/USAID funded integrated emergency response team and partners in their utilization of monitoring tools and data management. In addition, he/she will be responsible in the planning of different survey and assessments and also coordination and supervision of data collection.

  • To ensure that organizational M and E systems and strategies are properly followed in project development and implementation phases;
  • To assist HEKS in designing and conducting need assessments, surveys, and periodic monitoring;
  • Facilitating the monitoring, evaluation and research networking to promote good practice and identify ways to strengthen Swiss Church Aid/HEKS’s planning, monitoring and evaluation processes.
  • Ensure that M&E data from project is collected, cleaned, compiled, analyzed and available for decisions for both external and internal audiences as required: Identify and respond to information requirements of different stakeholders and make information accessible on timely basis.
  • Ensure project activities at field level are timely and regularly monitored for intended performances 
  • To ensure that staff and partners capacity at different levels is developed for effective monitoring and evaluation of projects;
  • To ensure that vulnerable groups of the community are included in project monitoring and evaluation processes in a meaningful manner;
  • To ensure relevant information is collected and monthly, quarterly, bi-annual and annual reports are developed and shared with relevant stakeholders;
  • To facilitate project evaluations by HEKS or other service providers;
  • To establish, manage and strengthen accountability to beneficiaries which includes capacity building to staff and partners on this matter;
  • To establish and manage complaint mechanisms and feedback loops between involving beneficiaries, HEKS and, where needed, local authorities;
  •  Ensure relevant lessons, best practices and innovations are captured and shared with relevant partners and stakeholders;

Job Requirements

Education, Qualifications & other knowledge

  • Minimum BSc/BA degree or equivalent in development Studies, statistics, social science or other related fields with minimum of 4 years of relevant work experiences in  M and E, preferably in international NGOs
  • Emergency Project M and E experience is required
  • Experience of leading project M& E in Emergency settings
  • Experience and understanding of pastoral areas, context, livelihoods and culture
  • Experience in field level participatory need assessment, data collection strategy and methodology development for M&E purpose
  • Experience of using qualitative and quantitative statistical packages or software for data analysis and interpretation
  • Experience of organizing and conducting trainings and workshops at different levels
  • Strong understanding of Social Development and gender issues
  • Experience of generating information and effective reporting systems
  • Excellent analytical, team work, negotiation and influencing skills
  • Excellent knowledge of spoken & written Afan Oromo and English
