In our over 16 years operation in Ethiopia, has focused on projects in five main areas of interest: Education and Social protection, Environment, Livelihood and Agriculture, Water, sanitation and Hygiene (WASH) and Emergency programs.

PIN currently invites qualified applicants for the position of: Head of Development Programs.

Length of Contract: Definite employment contract(One Year)

Reports to ETH CP Deputy of Country director, Coordinating closely with the ETH Country Management Team and HQ-based Programme Quality Advisors.The Head of Development Programs is a key member of the Country Management Team of PIN in Ethiopia. She/He supervises all development programmes, with the specific responsibility for timely and efficient programme implementation, and the quality of projects. By supervising the implementation of results-based Monitoring and Evaluation systems, the Head of development Program also guides the programme strategy and development of future development programmes. Together with the Deputy of Country Director and Country Director, the Head of Programmes represents PIN to donors and partners, ensuring that PIN is recognised for its field experience. Furthermore, the Head of Programmes engages in medium and long-term planning and strategy activities, ensures continuous quality improvement of programmes (incl. learning and capacity building) and contributes to a positive working environment for programme staff.

Main Duties and responsibilities

Senior Management

  • Assist the Deputy of Country Director (DCD) and Country Director (CD) in the management of the Country programme (CP) through close and consistent involvement in the decision-making processes at the highest level
  • Participate actively as a member Country Management team (CMT)
  • Overall responsibility for all PIN development programmes focusing on MEAL aspects, partnerships when applicable, donor compliance and cross-cutting issues, in close collaboration with the Deputy Head of development Programs and DCD.
  • Contribute to the elaboration and implementation of the Country Strategic Plan
  • Within the relevant sectors, ensure that all programmes are planned, designed, managed and implemented effectively and efficiently in conformity with PIN’s policies, strategies, programme frameworks and strategic plan

Programme Management

  • Provide strategic leadership, coordination and management to the program development and program quality
  • Responsible to play lead role in producing and instituting PIN’s programme development and partnership directions, strategies and policies. (CP strategy, CP checklist, policies and programs)
  • Lead and contribute to high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects.
  • Assess funding opportunities with multiple donors (donor mapping for proposal development and fundraising) in collaboration with the Deputy head of development programs and DCD.
  • Ensure that programmes are designed and implemented in a participatory manner with relevant stakeholders, and are inclusive of all mainstreaming issues
  • Track programme status through monthly program planning and review (PPR) meetings using financial expenditure reports prepared by the finance department and also using internally developed M&E systems.
  • Undertake regular monitoring visits to programme intervention areas and provide feedback to the programme staff
  • Ensure in close cooperation with the Head of Emergency (HoE) that PIN retains its capacity to respond to emergencies within its programme areas and is responsible for managing any small-scale emergency responses within the programme areas. Also support with HR resources to support the Emergency team on bigger emergencies. (reflecting on the Double Nexus approach)
  • Ensure compliance to donor policies, procedures.

Institutional Fundraising

  • Based on the Country Strategic Plan support the DCD and CD to develop a Fundraising plan.
  • Researching and analysing donor funding priorities as well as keeping informed on available funding opportunities in the various sectors and geographical areas of PIN’s programming in Ethiopia in an effort to secure new and continued funding for programmes (lead and focus on the donor mapping, PIN positioning and identification of potential donors, project leads, partners etc)
  • Formulation of medium- and long-term funding strategy for programmes in consultation with the program team, DCD and PDQS.
  • Ensuring submission of high-quality proposals to meet the funding requirements of development programmes. (ensure proposal lead is assigned and CP staff contributes/ if necessary lead the process and ensure involvement of relevant KLD advisors)
  • Liaise with main institutional donors in-country with the support of the PIN Grants Development Unit at HQ

Monitoring, Evaluation, Accountability and Learning

  • Ensure that MEAL plans and monitoring mechanisms are developed and rolled out in the programmes in collaboration with the MEAL Unit and Programme/Project Managers
  • Seek opportunities for PIN Ethiopia to contribute to PIN’s organisational learning through participation in relevant workshops trainings and liaison with KLD
  • Ensure that programmes follow PIN standards and guidelines in relation to programme quality and standards, including the use of the PM manual, MEAL Manual and Quality Standard Checklists.

Accountability and Mainstreaming of cross-cutting issues (Gender and Social inclusion/GESI Protection, Safeguarding)

  • Ensure that robust Community feedback and response mechanisms (CFRM) are in place in all programmes and that they are developed and implemented with strong community level engagement
  • Review CFRM reports and ensure that any concerns are flagged to the DCD and CD in a timely manner
  • Oversee the development of Protection mainstreaming and GESI-sensitive activities throughout all programmes, including related capacity building of programme staff and development and implementation of action plans which take analysis, mitigation and response into account

Financial Management

  • Ensure transparent use of financial resources in compliance with PIN and donor policies and procedures. 
  • Mentor and assist budget holders in the development of accurate budgets during project proposal development
  • Ensure that detailed programme budgets and budget revisions are prepared and submitted by the Programme Managers/ Project Managers/Consortium Coordinators in a timely manner
  • Comply with authorization levels (Approval thresholds) for expenditure and ensure that all programme staff do likewise

Representation & Communications & Networking

  • Ensure that PIN is well represented and visible within the donor community, among the key partners, stakeholders, and within coordination forums and delegating this responsibility as appropriate to programme staff.
  • Share responsibilities with the DCD and CD for donor representation and discussions about funding opportunities
  • Engage in advocacy and policy dialogues where appropriate, ensuring PIN represents the needs of its beneficiaries and based on its field experience in order to campaign for needed policies, donor commitments, etc.
  • Ensure that PIN is part of and well represented at relevant fora, and its views and experience are incorporated into NGO dialogue.
  • Maintain open dialogue with regional and local governments
  • Liaise with HQ (esp. with Desk Officers on programmatic issues/PQDS)
  • Have full picture of the objectives/priorities of A2015 and ensure that PIN is well represented/ also pass this effectively to the programme team.
  • Attend meetings on behalf of the DCD

Human Resources

  • In consultation with the DCD, plan HR needs, capacity building needs for senior programme staff and ensure sufficient human resources for the programme to meet its objectives
  • Systematically building the capabilities of staff, investing into staff’s feeling of ownership of programmes and build its understanding and upholding of PIN’s values.
  • Monitor performance based on agreed job descriptions and ensure compliance with agreed objectives and all PIN policies
  • Ensure the effective implementation of the performance development system within the relevant programme teams

Job Requirements

  • Minimum MA, MSc Degree or equivalent in management, international development or other relevant fields study;
  • At least 8 years’ experience administering donor grants and consortium projects for a variety of sectoral areas,
  • Demonstrated ability to build staff capacity in cross-cultural settings as well as excellent team-building and interpersonal skills and field experience, in positions of increasing responsibility.
  • Verifiable record of developing successful proposals for new projects and programs from conception to submission.
  • History of working effectively and respectfully with host country government, INGO and NGO partners.
  • Proven organizational, management and communication skills
  • Strong problem solving, interpersonal and negotiation skills
