KEY DUTIES & RESPONSIBILITIES

Under the direct supervision of the Field Operations Manager, the Project Manager based in Waldiya of North Wollo zone will be responsible for the management, planning, implementation and monitoring of the Nutrition WASH and Protection project in close technical collaboration with Nutrition and WASH and Protection advisors  based in Addis Ababa. S/he ensures that all Nutrition ,WASH and Protection program components meet the quality standards of SCI and SPHERE standards.

PROJECT MANAGEMENT

  •  Ensure the projects are delivered according to the contractual requirements of the donors, i.e. that all activities and deliverables are completed within the timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.
  • Update detailed work plans of project staff with project implementation and ensure this is used by the whole project team to monitor project progress towards completion
  •  Develop detail implementation plan and budget phasing in consultation with health & nutrtion ,WASH and CP advisors and award focal team members
  • Ensure programmatic and financial reports for donors, the government partners and Save the Children are prepared as required, ensuring these are of a high quality and submitted to GAC
  •  As a budget holder for the project, responsible for the management and revision of realistic budget, ensuring proper authorization and monitoring expenditure in line with the budget and donor guidelines, Save the Children grant management and financial guidelines. This will include the supervision of monthly variance analysis reports on the project expenditure and budgets.
  • Provide guidance and supervision to the project staff, together with the Waldiya field office operations manager ,Nutrtion coordinator ,CP officer to ensure they have clear objectives and received regular support and supervision.
  •  Ensure that established protocols for communication and management arrangements are followed by the project team.
  • Lead regular field based project review meetings, to include grant management, finance and implementation. 
  •  Ensure coordination with regional nutrtion , WASH and Protection clusters ; provide/receive the required supports and regular update of the projects.
  •  Assume responsibility to organization technical working groups meeting at North Wollo zone that contribute to Amhara region level and national level TWGs meeting.    
  • Ensure that effective monitoring and performance management systems are in place for achieving prior agreed programme activity targets, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor and activities and expenditures are compliant with donor requirements
  •  Prepare timely and quality programme and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements.
  • Ensure that activities are appropriately planned, that delays and constraints are documented, and solutions identified.
  • Ensure programme delivery happens in strict adherence to security policy and procedures.
  • Document programme learning, and incorporate analysis and lessons learned into new strategies/activities and advocacy work.

MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING:

  • Make frequent visit to project sites to monitor and oversee project implementation and provide technical and managerial guidance/support identifying issues that need timely action and support at different levels.
  • Work with the MEAL team to develop tools and ideas to ensure that the program is monitored against measurable and appropriate indicators.
  • Ensure regular post distribution monitoring is carried out appropriately, and contributes to situation/response analysis, and any corresponding revision of program plans
  • Support program assessments, evaluations and other reviews required in the program.
  • Ensure quality bench maraks and key perforformanace indicators (KPIs) are monitored and met
  • Ensure that learning and good practice is gathered, documented and shared with the wider programme.
  • Work closely with the Programme MEAL Team the CO MEAL Team to develop appropriate monitoring and evaluation plans and with managers of technical components to ensure technical program objectives are met.
  •  Arrange the midterm review meetings and others as per the requirements.

STRATEGIC DONOR RELATIONS/RESOURCE MOBILIZATION

  • Serve as the Save the Children senior project representative for the donor in the field, nurture appropriate Save the Children public relationships, and liaise with local government authorities and member of the consortium.
  • Provide regular updates on the project as per requirements which might include case studies, photographic documentation, and other reports outside the donor’s quarterly reporting requirements.
  •   Accompany and facilitate donor, SCI senior staff and other external visits and provide relevant background inforations on health, nutrtion and WASH .

WORKING CONTACTS

External: 

  • Significant engagement with zone level government officials in relevant departments at senior level, closely liaising with woreda authorities.
  • Attendance at regular and ad hoc technical and policy level meetings. Frequent interaction with both technical and management counterparts in government, and other stakeholders. 
  • Regular involvement with representatives of donors, international agencies and local civil society.     

Internal:

  •  The post holder reports to the Woldiya field office operations manager and functional relation with Health, Nutrtion, Child protection and WASH Advisors in Addis Ababa.
  • Regular engagement with the Field Office staff and technical Advisors in Addis Ababa is essential. Work should also be coordinated with the other thematic teams to enhance cross-fertilisation and ensure integrated programming. 
  • Collaboration with all departments, and support of overall aims of the country programme, are also essential. 

REPRESENTATION AND COMMUNICATION

  • Represents Save the Children in Zonal level nutrition , Child protection and WASH coordination and other fora.
  • Documents findings and recommendations of field visits for follow-up actions; shares as appropriate.
  •  Oversees and leads the development and submission of program reports, ensuring completeness, accuracy and timeliness for three woredas.
  • Documents lessons learned in specific technical areas for three woreads.
  • Maintain focus on SC programme principles.
  • Encourage teamwork, openness, and honesty among staff and between SC and its partners

STAFF AND BUDGET MANAGEMENT

  • Line manager for the  Nutrtion Coordinator, WASH coordinator , Child protection Coordinator and Nutrition MEAL officer found in Woldiya, North Wollo zone of Amhara region.
  •  Conduct regular Develop to perform (D2P). This includes work plans and performance reviews.
  •  Strategically plan staffing needs to implement the program, supporting the timely recruitment, orientation, and training of new staff as required
  • Technical management and supervision of program staff, working closely with the Field Managers to ensure that they have clear objectives and received meaningful feedback on their performance
  • Identify development needs, prepare and deliver appropriate training plans, and support program staff to access other relevant training and development opportunities

Other

·      The Project manager will be responsible for additional tasks and duties as and when required to support the overall Country Programme priorities.

SAFEGUARDING

  • Conduct activities in accordance with the rules of the SCI Safeguarding Policy, which includes reporting suspicions of any abuse or harassement  
  • Ensure that all activities seen through a safeguarding lens; 
  • Be vigilant about observing possible abuse/harm,   
  •  Ensure all partners and beneficiaries of Save the Children are aware of the safeguarding policy and promote the message of safeguarding to children, beneficiary families, and community members in general,
  • Conduct project risk assessment using given template and mitigation plans are addressed
  • Report performance of safeguarding activities per quarter,  

General:

Job Requirements

QUALIFICATIONS AND EXPERIENCE

Essential

  • Second degree in Public health, human nutrition or other related fields
  • At least 5 year experiences on field project management on nutrition, Child protection and WASH projects within international organizations.

Desirable

  • Experience of project and financial management of multi-partner or agency consortia.
  • Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.
  • Strong understanding of key principles of advocacy, monitoring and evaluation, child participation and accountability.
  • Demonstrated ability to manage, motivate, mentor and direct staff while creating a positive team environment.
  • Strong skills in coordinating and collaborating with others in partnership.
  • Proven track record of solving complex problems through analysis, definition of a clear way forward and ensuring buy-in.
  • Ability to present results and products to the donor and other key stakeholders.
  • Experience of coordinating and working with government counterparts and other partners at various levels
  • Experience in management of donors funded grants
  • Proven experience in project management including planning, monitoring and evaluation, budget management and reporting.
  • Knowledge of the area and region where the post is located
  • Understanding of the challenges and opportunities in realising children’s rights, in relation to the thematic area
  •  Proven conceptual skills and an ability to think and plan strategically
  • Strong representation and networking skills with the ability to liaise well with a wide range of individuals
  • Good advocacy, communication, presentation and facilitation skill
  • Strong interpersonal skills and an ability to train and mentor staff
  • Proven ability to manage a complex and demanding workload
  • Excellent spoken and written English language skills, with proven report writing experiences. Good local language skills will be an advantage.
  • Good computer skills (particularly Excel, , Word ,Power point and databases)
  • Willingness and ability to travel to all project areas in operational areas wiithin approved security frameworks.
