Position Title: Community mobilizer 3x

Duty Station: Jigjiga, Ethiopia

Classification: Consultancy

Duration of Consultancy: up to December 14/2022.

Nature of the consultancy: Community mobilizer to support protection assistance and GBV response in Somali and Oromia regions (Category A)

Project Context and Scope: The overall goal of this project is to strengthen the provision of direct protection assistance, including gender-based violence (GBV) response services to internally displaced persons (IDPs) and IDP returnees in Oromia (East Hararge) and Somalia regions (Fafan).

 The activity will be delivered through a mobile GBV service modality, co-located with IOM’s Health and MHPSS response. It will cover community outreach, PSS and GBV case management.

Organizational Department / Unit to which the Consultant is contributing DP.2428 – Provision of Direct Protection Assistance and GBV Response Services to Affected Populations in Ethiopia (Somali and Oromia Regions);

Emergency and Post-Crisis/Protection

Category A Consultants: Tasks to be performed under this contract

  • Undertake outreach efforts with key community leaders to safely access and mobilize communities on protection concerns.
  • Mobilize the community with the support of community volunteers on different protection issues and raise awareness on GBV – services, basic concepts – individual and group sessions.
  • Lead efforts to identify and build capacities of community volunteers.
  • Work with and support the community in identifying protection issues and related mitigation measures.
  • Ensure safe referral of protection cases internally to Protection Assistants and Case Workers and externally to appropriate service providers.
  • Support the planning and implementation of weekly awareness raising sessions with other Protection staff and partners on key areas of concern.
  • Capture and update information on services within the site/area of operation and referral pathways.
  • Disseminate IEC materials on Protection amongst communities.
  • Ensure attendance, distribution and inventory lists are maintained and regularly updated for all activities in line with project requirements.
  • Provide weekly and monthly reports to technical supervisor.
  • Perform any other responsibilities as may be assigned.

Performance indicators for the evaluation of results

  • Meeting targets outlined in the results matrix for the project DP.2428 under GBV response
  • Improved engagement with communities by successfully employing community mobilization strategies to increase awareness on protection and GBV topics and strengthening community-based structures participation risk mitigation efforts.

Travel required

  • Regular travel between locations where IOM is responding in Somali and Oromia regions.

Job Requirements

  • University degree in psychology, social work, and other social science disciplines.
  • 2 years of relevant professional experience
  • Demonstrated experience working in protection, knowledge of GBV principles and approaches.
